DATE OF MEETING: September 9, 2003
TIME OF MEETING: 4:00 p.m.
CALL TO ORDER: The meeting was called to order at 4:05 p.m.
ROLL CALL:
Present Members: Ed Andrews, Bud Carroll, Richard Erhardt, Norine Sigafoose, Nora George,
and Jon Campbell
Absent: Member Bruce Macklin
Guests: Ray Duncan, City of Oceanside, Mike Howes, Hofman Planning and Bob
Wilkinson, Architect.
APPROVAL OF MINUTES: By a 6-0 vote the minutes of the August 12, 2003 meeting were
approved.
1. GOALS AND OBJECTIVES STATUS: The Committee discussed work efforts towards the
completion of specific tasks relative to their goals and objectives. Key areas of Committee
focus are:

227 Project - The Committee wants to monitor the progress of the Army Corps of
Engineer's 227 Program at Oil Piers in Ventura. Member Carroll stated an interest in
staying involved with this project and any future Corps of Engineers projects along the
coastline.
Opportunistic Sand - Member Macklin volunteered to be the point person to keep
Council informed on the Committee's interest in pursuing this program. He was not in
attendance and did not provide an update.
Goal 2
Shoreline Preservation Committee - Member Campbell will continue to attend the
Sandag Shoreline Preservation Committee meetings and report agenda items and
discussions at the appropriate BPC meetings.
Funding Opportunities - Member Erhardt will contact NOAA and investigate possible
funding for the development of a Strategic Beach Plan. The plan will be used as a tool for
funding applications with various grant programs.
Strategic Plan - Member George had prepared an outline for the development of a
strategic plan. The Committee understood that this plan is necessary to apply for grant
funding for future projects. Member George will continue to work with staff to finalize the
outline, and develop a strategy to get authorization to prepare a master plan.
Goal3
"Carlsbad Avenues"- The Committee, in conjunction with Marilyn Campbell, completed
the Carlsbad Avenues article on the Beach. The Committee would like to have the article
included in the residential water bills and employee paychecks for education and outreach
purposes.
Council Update - The Committee discussed the need to provide an update to the City
Council on status of current BPC efforts. The presentation outline and potential Council
date was not determined.
TV Coverage - The Committee requested inviting Val Brown to the December 9, 2003
Beach Preservation Committee meeting to discuss a "spot" on the next Community
Update.

Goal 4
Buena Vista Lagoon Foundation project - The Committee will keep informed on
development of the Buena Vista Lagoon Management Plan. Currently, the consultants are
preparing an analysis on the three potential options: fresh water, salt water, or a mixture of
both. The BPC wants to stay involved with the plans' development and how it may affect
the Carlsbad coastline. Member Carroll will provide updates as the project progresses.
Aerial photography - A motion by Member Carroll and seconded by member Campbell
was approved to fund member Ed Andrews for Aerial photography of the Carlsbad
coastline supporting the BPC's goal of Spring - Fall monitoring.
2. OLD BUSINESS:
• Reminder of Commission/Committee Appreciation Dinner to be held on October 23,
2003
3. COMMITTEE MEMBER COMMENTS:
• CSBPA Annual Conference - Staff member Jantz informed the Committee of the
available funds to attend the CSBPA Annual Conference to be held in Long Beach,
California on October 23-25, 2003. Members Andrews and Carroll indicated their
interest in attending the conference.
• Encinitas Hotel Sand - Staff member Jantz briefed the Committee on the progress of
the proposal to place the graded material from the Encinitas Beach Hotel site on the
local beach. Encinitas city staff is processing the necessary permits and working with
the property owner to get the sand on the beach in the fall of 2004.
• Encinitas Beach Monitoring/Measurement - Staff member Jantz briefed the
Committee on the progress of the Encinitas Beach Measurement program. Encinitas
staff will be taking beach measurement semi-monthly at all transects throughout north
county. That includes 13 locations in Carlsbad. Encinitas will be analyzing the
measurement data and share the information to each jurisdiction for their information.
• News Articles - Member Carroll distributed two news articles to the Committee, one
on Member Macklin's participation in the 27th Annual World Bodysurfing Championship
and the other about Imperial Beach considering costs to restore beach.
• Water Quality - Member Carroll provided an article relative to water quality
impairments as a result of dog waste. He requested that the Committee review the
article since he intends on discussing it at the October meeting.
4. PUBLIC COMMENT:
• Bob Wilkinson - Mr. Wilkinson briefed the Committee on his idea to promote a
community project for the old "Split Pavilion" site at Carlsbad Boulevard and Pine
Street. Mr. Wilkinson was informing the BPC that he intends on approaching the City
Council of his idea and requesting Council support to conduct citizen workshops to get
public input.
ADJOURNMENT/NEXT MEETING
By proper motion, the meeting was adjourned at 5:15 p.m. The next meeting of the Beach
Preservation Committee will be Tuesday, October 14, at the City of Carlsbad Faraday Administration
Building.
