HomeMy WebLinkAbout2003-11-18; Beach Preservation Committee; MinutesMINUTES OF: Beach Preservation Committee DATE OF MEETING: November 18, 2003 TIME OF MEETING: 4:00 p.m. CALL TO ORDER: The meeting was called to order at 4:05 p.m. ROLL CALL: Present Members: Ed Andrews, Bud Carroll, Bruce Macklin, Norine Sigafoose, Nora George, and Jon Campbell Absent: Member Erhardt Guests: Geoff Phillips of Hofman Planning APPROVAL OF MINUTES: By a 6-0 vote the minutes of the September 9, 2003 meeting were approved. 1. GOALS AND OBJECTIVES STATUS: The Committee discussed work efforts towards the completion of specific tasks relative to their goals and objectives. Key areas of Committee focus are: Aerial photography - Member Andrews shared his recent Aerial photography of the Carlsbad coastline with the Committee supporting the BPC's goal of spring to fall monitoring. The photographs provide an overview perspective of how Carlsbad beaches look and the ability to coordinate locations with extraordinary wave/weather/review transect points. Member Andrews will take additional photographs in the spring. Strategic Plan - Member George discussed her desire to have Committee involvement on the proposed outline for the development of a strategic plan. Creating a Vision" of the Committee's focus, drafting a game plan (strategic plan) as a method to apply for grant funding for future projects. Visioning Workshop The Committee approved a motion 6-0 to seek Jim Boylan as a facilitator for a "Visioning" workshop. Staff member Jantz will follow-up with Jim Boylan on the possible workshop. Creating a "vision" will also be important in choosing a message for a Council presentation of current BPC efforts and a TV spot on the next Community Update. 2. CSBPA ANNUAL CONFERENCE: • CSBPA Annual Conference - Member Andrews provided the Committee a brief summary on the CSBPA Annual Conference held in Long Beach, California on October 23-25, 2003. Member Andrews reported the conference was interesting and informative with many subjects discussed. Steve Aceti provided the opening remarks and Colonel Richard Thomas, U.S. Army Corps discussed Integrated Wetlands. Beach Preservation Committee Minutes November 18, 2003 3. OLD BUSINESS: • Water Quality issues along the beach - Member Carroll urged the Committee to put water quality as a priority goal. The water quality is eroded by dog feces on the beach, which goes into the water and storm water run off carrying contaminants that can cause illnesses. Staff member Jantz will invite Jayne Strommer, Environmental Programs Manager to the December 9, 2003 Beach Preservation meeting to discuss related storm water issues. Enforcement is the issue and the Police are not available. Police Volunteers are willing to police the beach but not able to write tickets. 4. COMMITTEE MEMBER COMMENTS: • Member Macklin wanted to be on record for noting that it's a tragedy and a disgrace that another drowning has happened on Carlsbad Beaches, he believes could have been prevented with lifeguards on duty. 5. PUBLIC COMMENT: None ADJOURNMENT/NEXT MEETING By proper motion, the meeting was adjourned at 5:07 p.m. The next meeting of the Beach Preservation Committee will be Tuesday, December 9, 2003, 4:00 p.m. at the home of Member Bud Carroll, 2315 Rue des Chateaux, Carlsbad.
