DATE OF MEETING: DECEMBER 9, 2003
TIME OF MEETING: 4:00 P.M.
CALL TO ORDER: The meeting was called to order at 4.15 p.m.
ROLL CALL:
Present Members: Ed Andrews, Bud Carroll, Dick Erhardt, Bruce Macklin, Norine Sigafoose,
Nora George, and Jon Campbell
Absent: None
Guests: Jayne Strommer, Eric Munoz, Val Brown, Karen Lee Erhardt, Laurie
Batter, Louise Carroll, and Nina George
APPROVAL OF MINUTES: By a 7-0 vote the minutes of the November 18, 2003 meeting were
approved.
1. CARLSBAD STORM WATER PROGRAM:
The Committee received a report from City staff member Jayne Strommer on an overview
of the City's efforts to comply with the requirements of the federal NPDES program and
how those efforts coincide with the Beach Preservation Committee's concerns with water
and sand quality on the coastline. Staff member Jantz suggested with the additional
knowledge on the city's Storm Water efforts, the Committee may want to amend the Goals
and Objectives to include Water Quality. Key points were:
1) The City operates under a Municipal Storm Water Permit issued by the San Diego
Regional Water Quality Control Board; 2) To comply with the Permit, the City is
implementing a Jurisdictional Urban Runoff Management Plan (JURMP), which describes
strategies to reduce or eliminate pollutant discharges into the storm drain system. The
Storm Water Department monitors outfalls for bacteria and water quality. Storm drains are
not connected to sanitary sewer systems and treatment plants, so the untreated water and
the pollutants it carries flow directly into our creeks, lagoons, and ocean. A major
component of this plan is aimed at reducing pollutant discharges from all existing
developments within the City (residential, commercial, industrial and municipal); 3) Key to
enforcing the permit is Education and Outreach on Best Management Practices to prevent
storm water pollution. Printed matter is available for distribution; and 4) San Diego Co-
permittees of the Watershed meet regularly to increase monitoring awareness at the
regional level.
2. PUBLIC EDUCATION VIDEO:
The Committee received a report from City Staff member Val Brown describing the process
for the development of a beach public education video. Val suggested the Beach
Preservation Committee start by crafting a short message on pet waste with the Storm
Water segment at one of the upcoming quarterly Carlsbad Community Updates. Jayne
Strommer informed the Committee of a brochure on Pet Waste developed by the Storm
Water Protection Program. Education and enforcement is key to solving this issue.
3. SANDAG SHORELINE PRESERVATION COMMITTEE:
The Committee received a brief summary report from Member Campbell of the SANDAG
Shoreline Preservation Committee meeting of December 4, 2003. Key items were: 1) The
SPC approved the funding allocation for the FY 05 Shoreline Monitoring Program; 2) The
Coastal Conservancy provided a presentation of the Nearshore Habitat Inventory Web Site;

3) The CA Department of Boating and Waterways provided a brief report on their beach
programs and expected budget situation for the next year; and 4) The City of Encinitas
provided a status report on the Opportunistic Sand Project for the Encinitas Hotel project.
4. OLD BUSINESS:
Visioning Public Workshop - The Committee discussed their desire to move forward with
a Visioning Workshop. Staff member Jantz will investigate scheduling a facilitator to
conduct the workshop.
Opportunistic Sand - Member Macklin was interested in gaining approval to use the
excess state funds to restart the permitting process for the Opportunistic Sand Program.
5. COMMITTEE MEMBER COMMENTS
Chair Sigafoose suggested strategizing on the Public Education Video, pet waste, and
how to address beach clean-up at the January 13, 2004 meeting.
6. PUBLIC COMMENT:
Staff member Eric Munoz suggested: 1) Raising up the Committee's values to the City
Council, 2) Include the shorelines of lagoons in the Committee's Goals and Objectives and
3) Updating relationship with State Parks and Recreation.
ADJOURNMENT/NEXT MEETING
By proper motion, the meeting was adjourned at 5:45 p.m. The next meeting of the Beach
Preservation Committee will be Tuesday, January 13, 2004, 4:00 p.m. 2004 at the City of
Carlsbad Faraday Administration Building, (1635 Faraday Avenue, Carlsbad, 92008).
