HomeMy WebLinkAbout2004-01-13; Beach Preservation Committee; MinutesMINUTES OF: BEACH PRESERVATION COMMITTEE DATE OF MEETING: January 13, 2004 TIME OF MEETING: 4:00 P.M. CALL TO ORDER: The meeting was called to order at 4.05 p.m. ROLL CALL; Present Members: Ed Andrews, Bud Carroll, Dick Erhardt, Bruce Macklin, Norine Sigafoose, Nora George, and Jon Campbell Absent: None Guests: Ray Duncan, Geoff Philips, and Tony Sanfilippo APPROVAL OF MINUTES: By a 6-0 vote, the minutes of the December 9, 2003 meeting were approved. 1. 2004 Goals and Objectives; The Committee revised and approved their 2004 Goals and Objectives Program. Regarding Goal 3, the Committee expressed an interest in placing the Beach Avenues article in the monthly water bills, and included an objective to develop a public education video on beach preservation and beach quality. The Committee also included an additional goal as follows: Monitor and improve sand quality as it relates to: storm water runoff and urban pollution, and organic material including dog/pet waste. By a 7-0 vote, the Committee approved their 2004 Goals and Objectives Program with the above revisions. Staff member Jantz indicated that he would revise the Goals and Objectives and forward to the City Council for their information. Member Erhardt discussed a recent conversation he had with NOAA regarding affects of dog waste on the beaches. Member Erhardt mentioned that the city could incur a large liability by not being active in dealing with dog waste. NOAA also referred him to a web site for South Carolina that provided education for the public on the impact of pet waste on the local water quality. The Committee further asked if the City Storm Water Unit could test the sand to see if there is a problem with bacteria on the beach. Staff member Jantz said he would ask Jayne Strommer if additional testing could be done during their monthly monitoring of the storm drain outfalls at the ocean. 2. Local Issues; The Committee discussed strategies for the development of a Public Education Video. Staff member Jantz reminded the Committee that Val Brown indicated she would be preparing a public education video on storm water issues and beach related issued could be included in that production. After discussion, the Committee supported a motion that both Members Carroll and Macklin prepare a brief statement relative to water quality and beach issues. The Committee also recommended that Member Macklin be the spokesperson in the video. Staff member Jantz said he would follow up with Val Brown. The Committee discussed the issue of dogs on the beach and the lack of enforcement. Member Sigafoose provided pictures of dogs outside her residence and told of incidents where dogs were either fighting or chasing beach goers. Member Carroll also indicated that there is a problem with dogs and it seemed to be getting worse, especially along sections of north beach. The Committee asked if a representative from the Carlsbad Police Department would attend the next meeting to discuss enforcement policies and opportunities. Staff member Jantz would schedule a representative to address this issue at the February meeting. Beach Preservation Committee Minutes January 13, 2004 3. OLD BUSINESS; • Visioning Workshop - The Committee recommended moving forward with the visioning workshop for the Carlsbad coastline. Staff member Jantz indicated he was waiting for authorization to schedule the workshop and will follow up on his request. The Committee would like to schedule the workshop during the month of March. • Opportunistic Sand Program - Staff member Jantz provided a brief history of the Opportunistic Sand Program. Mr. Jantz discussed the inception of the program and outlined the efforts that took place with the consultant and representatives of the resource agencies in the development of the criteria for beach compatible sand material. Mr. Jantz also discussed each proposed deposition site in detail and highlighted the issues that would need to be resolved to allow for a permit to be issued. Staff further recommended that the program focus on the south Carlsbad site since it had the least amount of issues and could easily be completed. By a 7-0 vote the Committee recommended moving ahead with the program at the south Carlsbad site using the remaining Boating and Waterways funding. 4. COMMITTEE MEMBER COMMENTS: Member Campbell asked if the city would consider a cigarette ban on the beach similar to that of Solana Beach. Staff member Jantz said he would forward his question to the City Attorney for advice and would report back to the Committee. Member Carroll indicated that he will be attending the American Shore and Beach Preservation Association meeting in Washington D.C. at the end of February. The Committee recommended that Member Carroll submit his conference registration and hotel receipts for reimbursement. 5. PUBLIC COMMENT; None ADJOURNMENT/NEXT MEETING By proper motion, the meeting was adjourned at 5:30 p.m. The next meeting of the Beach Preservation Committee will be Tuesday, February 10, 2004, 4:00 p.m. at the City of Carlsbad Faraday Administration Building, (1635 Faraday Avenue, Carlsbad, 92008).
