CALL TO ORDER: The meeting was called to order at 4.05 p.m. ROLL CALL: Present Members: Ed Andrews, Bud Carroll, Dick Erhardt, Bruce Macklin, Norine Sigafoose, Nora George, and Jon Campbell Absent: None Guests: Carlsbad Police Officers Chad Oppenborn and Steve Thomas, Ray Duncan, Sally Vigil, Mike Howes, Shaun Dressel, Jayne Strommer APPROVAL OF MINUTES; By a 7-0 vote, the minutes of the January 13, 2004 meeting were approved. 1. Beach Enforcement Activities; Carlsbad Police Officers Chad Oppenborn and Steve Thomas provided a brief summary of enforcement activities as it relates to dogs on the beach. The officers indicated they have stepped up a presence on the beach and are strictly enforcing beach use prohibitions. The current enforcement actions include no dogs, glass, alcohol, skateboarders, fires and surfing outside designated areas. The officers also stated they have issued tickets for dog violations rather than providing verbal warnings. The two officers mentioned they would be patrolling the beach for the remainder of their assignment (18 months). Committee members indicated they have noticed an increase in dogs at the northern reaches of the coastline and have witnessed recent dog fighting. The officers provided phone number to report illegal activity and encouraged the members to contact them when they notice a violation. All complaints will be responded to. The Committee expressed their appreciation for the officer's diligent work and taking the time to address the Committee. The Committee instructed staff to write a letter of appreciation to the Police Chief and ensure that a copy is forwarded to Council member Ann Kulchin and the City Manager. 2. FY 04/05 Budget: Staff provided a recommended budget request for FY 04/05 that funds the programs the Committee has normally covered for the past few years. These include funding for both the local and regional shoreline monitoring programs, a budget for as-needed consulting services, membership to ASBPA and CalCoast, and an estimate to attend the annual CSPBA conference. Staff also indicate the city is looking to tighten its budget and recommended the Committee consider areas where funds could be saved. Member Carroll indicated his concern regarding the President's budget proposal to cut funding for beach protection. He mentioned Howard Marlowe is actively lobbying in Washington to save federal funding for beach nourishment projects. Member Andrews wanted to make sure the city does not allocate funds from the BPC budget without consideration by the Committee. Member Macklin would like to have the city continue to pay ASBPA dues for the BPC because the Shore and Beach magazine provides an essential informational tool for the BPC. After further discussion, a motion was made by Member Macklin (George second) to eliminate the consultant services estimate of $25,000 and reduce the contribution to the Sandag Shoreline Monitoring program to $12,500. The motion failed by a 3-4 vote. Member Carroll (Erhardt second) made a motion to reduce the coastal consulting service by $15,00 and leave the remaining budget un-affected. The motion passed by a 5-2 vote. Staff will revise the budget and submit to the City Engineer for inclusion in the Engineering Department budget. Beach Preservation Committee Minutes February 10,2004 3. Shoreline Preservation Committee: Member Campbell provided a summary of the Shoreline Preservation Committee meeting of February 5, 2004. The highlights were the summary of the beach sand and offshore biological monitoring for the Regional Beach Sand Project. The consultants indicated the project has not had an adverse affect on coastal resources. Also, the BPC was apprised of a proposal to fund future regional sand nourishment projects. The Shoreline Preservation Committee (SPC) will be considering various funding mechanism to be included in the Regional Comprehensive Plan. Finally, the Department of Boating and Waterways, in conjunction with other state resource agencies, will be conducting public workshops for the development of the Coastal Sediment Master Plan. This plan should be completed within 2004. 4. OLD BUSINESS: • Visioning Workshop - The Committee discussed the date for their visioning workshop. The workshop is tentatively scheduled for the second week of April. Member Sigafoose will inquire with local hotels for use of a conference room. Staff will develop a draft workshop program for consideration by the Committee at their March meeting. • Opportunistic Sand Program - Staff indicated approval has been given to continue with the permitting process for the Opportunistic Sand Program. Prior to the next meeting, staff will develop a strategy and outline for further work efforts to secure the necessary permits. • Public Education Video - Staff indicated the city will be preparing a community video highlight the efforts regarding urban runoff to the lagoons and beach. The Committee recommended Member Macklin be the spokesperson for the issues on the coastline. Staff will coordinate with the city's Public Information Office. 5. COMMITTEE MEMBER COMMENTS; Member Campbell noted the response from the City Attorney on the city's current situation with regard to the ban of cigarettes on the beach. Member Campbell will investigate the program approved by the City of Solana Beach and provide information at the next meeting. 6. PUBLIC COMMENT; None ADJOURNMENT/NEXT MEETING By proper motion, the meeting was adjourned at 5:30 p.m. The next meeting of the Beach Preservation Committee will be Tuesday, March 9, 2004, 4:00 p.m. at the City of Carlsbad Faraday Administration Building, (1635 Faraday Avenue, Carlsbad, 92008).
