DATE OF MEETING: March 9, 2004
TIME OF MEETING: 4:00 P.M.
CALL TO ORDER: The meeting was called to order at 4.05 p.m.
ROLL CALL:
Present Members: Ed Andrews, Bud Carroll, Dick Erhardt, Bruce Macklin, Norine Sigafoose, Nora George, and
Jon Campbell
Absent: None
Guests: Ray Duncan and Geoff Phillips
Staff: Steven Jantz, Eric Munoz and Belinda Guzman
APPROVAL OF MINUTES: By a 7-0 vote, the minutes of the February 10, 2004 meeting were approved with one minor
revision, No. 2 last paragraph $1,500 to $15,000.
1. SHORELINE PRESERVATION COMMITTEE: Member Campbell provided a brief summary of the Shoreline
Preservation Committee meeting of March 4, 2004. The meeting primarily focused on alternative funding sources for
future regional sand replenishment projects. Oceanside Mayor Terry Johnson motioned to put a countywide
environmental tax for beach restoration on the 2006 ballot.
2. OLD BUSINESS:
• Visioning Workshop - The Committee set a tentative date of May 8, 2004 for the Visioning Workshop. Staff
member Eric Munoz presented a comprehensive list of ideas for Committee discussion as a method of paring
down to the critical items of focus.
• Opportunistic Sand Program - Staff member Jantz provided a brief update on the status of the process to
choose a consultant and the development of a scope of services in order to gain permits from the resource
agencies.
• Public Education Video - The Committee viewed a portion of the February 24, 2004 Community Update
Video. The Community Update video has a regular time slot of Monday evenings at 8:00 p.m. and on Tuesday
mornings at 9:00 a.m. and will play until the end of May. The highlights watched were regarding urban runoff to
the lagoons and beach, and the impacts of pet waste on water quality. Jayne Strommer and Val Brown wove in
the message "Be part of the solution by picking up dog waste and preventing bacteria on our beaches."
• Public Outreach Events - Staff member Jantz reported the Beach Avenues would be distributed with the April
water bills. In May the Avenues will be included in the Community Calendar. Also, staff indicated the
Committee might want to man a booth at the May 22nd Seaside Celebration held adjacent to the Tamarack
Beach Parking lot. The Committee left his decision open until the April meeting. Staff Member Jantz will turn in
an application for the Committee providing space is available.
3. COMMITTEE MEMBER COMMENTS: Member Campbell discussed an article in the North County Times with the
Committee regarding Sandag's proposed countywide sales tax proposal to fund environmental projects including
beach restoration. Staff member Belinda Guzman will copy and distribute article with the minutes. Member
Sigafoose distributed a draft letter addressed to the Mayor and Council regarding Prohibition of Smoking on
Carlsbad Beaches. Member Macklin is interested in advising Council on the lack of tickets written for dogs on the
beach.

ADJOURNMENT/NEXT MEETING
By proper motion, the meeting was adjourned at 5:30 p.m. The next meeting of the Beach Preservation Committee will
be Tuesday, April 13, 2004, 4:00 p.m. at the City of Carlsbad Faraday Administration Building, (1635 Faraday Avenue,
Carlsbad, 92008).
