CALL TO ORDER: The meeting was called to order at 4.04 p.m. ROLL CALL: Present Members: Ed Andrews, Bud Carroll, Dick Erhardt, Bruce Macklin, Nora George, Norine Sigafoose and Jon Campbell Absent: None Guests: Ray Duncan, Sally Vigil, and Barbara Henry (NC Times) Staff: Steven Jantz, Eric Munoz and Belinda Guzman APPROVAL OF MINUTES: By a 6-0 vote, the April 13, 2004 meeting minutes were approved. 1. VISIONING WORKSHOP: The Committee discussed the successful Visioning Workshop held on May 8, 2004 at the Grand Pacific Palisades Resort. The Committee was very appreciative to Eric Munoz and Steve Jantz for facilitating the meeting, especially on a Saturday. Staff Member Jantz distributed a written summary of the meeting, highlighting the agenda, goals of the day, Beach Preservation History, and a tentative timeline for a possible Council Presentation. Member Carroll reported that Council Member Kulchin recommended the Committee meet with the City Attorney, City Manager and Administrative Manager to discuss background and history of beach ownership. Staff member Jantz will coordinate meeting at a later date once the Committee has complied an agenda. Chair Sigafoose requested MOD information from local cities that own their beaches. Member George has requested that information from City of Coronado be delivered to Staff member Jantz. Members Carroll, Campbell and Macklin will form a sub committee to review MOU's of other cities with beach ownership. 2. BEACH SMOKING BAN: Member Campbell discussed with the Committee a proposed Prohibition of Smoking on Carlsbad Beaches and determined the issue be added to their strategic plan at a later date. 3. PROGRAM/PROJECT UPDATES: • Seaside Celebration - May 22, 2004 - The Committee created a time schedule to provide booth coverage at the Seaside Celebration. Staff member Jantz reported that reservation and arrangements were complete for the booth set up and tear down. Mr. Jantz also provided handouts of the Beach Avenues and other related correspondence. Member Andrews will provide beach photos for posters used at the booth. • Opportunistic Sand Program - The Committee received a report from staff member Jantz on the Opportunistic Sand Program activities. Moffatt and Nichols contract was formally approved at a recent council meeting. Staff member Jantz will attend a May 25 field meeting with the resource agencies and report at the next meeting. 4. COMMITTEE MEMBER COMMENTS: Member Macklin requested Oceanside's annual Lifeguard Budget. Member George requested getting insurance requirements of adjacent cities specific to beaches. Member Macklin also requested Carlsbad's budget information: specifically accounts, investments, reserves and assets with a Committee presentation from Jim Stanton, City Treasurer. Staff Member Jantz invited Member Macklin to attend the June 1, Council Meeting where the City's operating budget is presented. PUBLIC COMMENT: Guest Ray Duncan, City of Oceanside offered to provide the Committee documents related to their Lifeguard budget and beach ownership. ADJOURNMENT/NEXT MEETING By proper motion, the meeting was adjourned at 5:30 p.m. The next meeting of the Beach Preservation Committee will be Tuesday, June 8, 2004, 4:00 p.m. at the City of Carlsbad Faraday Administration Building, (1635 Faraday Avenue, Carlsbad, 92008).
