CALL TO ORDER: The meeting was called to order at 4:05 p.m. ROLL CALL: Present Members: Ed Andrews, Bud Carroll, Bruce Macklin, Norine Sigafoose and Jon Campbell Absent: Dick Erhardt and Eric Munoz Guests: Robert Wilkinson, Sally Vigil, Geoff Phillips and Elena Gaona of SD Union Tribune Staff: Steven Jantz and Belinda Guzman APPROVAL OF MINUTES: By a 5-0 vote, the June 8, 2004 meeting minutes were approved. 1. CITY TREASURER REPORT: Jim Stanton, City Treasurer gave the Committee an informative presentation on the City's Investment Policies and Program. Key highlights were: Cash Management, Investment Policy, Assets and regular checks and balances. 2. OCEAN EDUCATIONAL EXHIBIT: Robert Wilkinson addressed the Committee regarding a proposal for an Ocean Educational Exhibit at the bluff top park north of the seawall. Mr. Wilkinson was seeking the Committee's input for ideas of graphic displays and information text specific to keeping Carlsbad's beaches healthy and vibrant. The Committee wishes to address Mr. Wilkinson's request at future meeting when his project has been approved. 3. SHORELINE PRESERVATION COMMITTEE: Staff member Jantz provided the Committee a brief summary of the Shoreline Preservation Committee meeting of July 1, 2004. Key highlights were: 1) Army Corps of Engineers Combined Shore Protection for Solana Beach and Encinitas and Environmental Restoration of San Elijo Lagoon; 2) City of Encinitas Programs such as Beach Width Monitoring, Beach Attendance, Economic Analysis and Opportunistic Sand Potential; 3) Legislative Update from Shoreline Committee members and Cal Coast on the status of state and federal legislation. Mr. Jantz distributed to the BPC members copies of Cal Coast's press release and legislative update. 4. PROGRAM/PROJECT UPDATES: • Coastal MOD'S and Beach Budgets - The Subcommittee decided to meet on July 22, at4:00 p.m. to review informaton Staff Member Jantz has collected and will request aconference room. The Committee will develop a strategy on Coastal MOU's and BeachBudgets prior to scheduling a meeting with Ray Patchetf, Jim Elliott and Lloyd Hubbs. • Opportunistic Sand Program - The current application is out to the Resource Agencies for review and comment. 5. COMMITTEE MEMBER COMMENTS: Member Carroll updated the Committee on the Buena Vista Lagoon Foundation proposed restoration project highlights that may impact Carlsbad Beaches. Member Macklin informed the Committee of the Florida Shore & Beach Preservation 48 Annual Conference on September 29 - October 1, 2004. 6. PUBLIC COMMENT: NEXT MEETING - August 10, 2004 ADJOURNMENT/NEXT MEETING By proper motion, the meeting was adjourned at 5:45 p.m. The next meeting of the Beach Preservation Committee will be Tuesday, August 10, 2004, 4:00 p.m. at the City of Carlsbad Faraday Administration Building, (1635 Faraday Avenue, Carlsbad, 92008).
