DATE OF MEETING: AUGUST 10, 2004
TIME OF MEETING: 4:00 P.M.
CALL TO ORDER: The meeting was called to order at 4:07 p.m.
ROLL CALL:
Present Members: Bud Carroll, Bruce Macklin, Norine Sigafoose, Jon Campbell and Dick Erhardt
Absent: Ed Andrews
Guests: Geoff Phillips representing Hofman Planning Associates
Staff: Eric Munoz and Belinda Guzman
APPROVAL OF MINUTES:
By a 5-0 vote, the Committee approved the minutes of the July 13, 2004 meeting.
1. PROGRAM/PROJECT UPDATES:
Coastal MOU's and Beach Budgets - The Committee received a report from Members Campbell
and Carroll summarizing a July 29, 2004 meeting to review collected materials from surrounding
cities. Member Carroll noted the initial Encinitas MOD with the state should be acquired from Kathy
Wheldon since the one provided makes reference to a previous agreement with the state
Department of Parks and Recreation.
The Committee discussed an idea of developing a local lifeguard program and a need to investigate
potential funding options. After discussion, the Committee agreed additional research is needed.
Member Macklin will invite Ray Duncan to the September 14 meeting to discuss Oceanside's
lifeguard operations and annual budget. Member Campbell suggested Member Macklin provide a
one page summary of a typical lifeguard program that includes the number of lifeguards needed for a
section of beach, estimated patrol hours per day/week, and an annual operating budget. Member
Macklin will contact Denny Stouffer to obtain a historical summary of Carlsbad beach drowning
statistics. Member Sigafoose agreed to provide a summary of Transient Occupancy Tax (TOT) rates
and uses from other California beach cities such as San Clemente, Santa Cruz, Newport Beach,
Encinitas and Oceanside. All Committee research is to be submitted to staff by August 30 so it can
be included with the September 14 agenda.
Opportunistic Sand Program - The Committee received a report from Staff member Munoz on the
progress and timing of Moffatt and Nichol environmental review efforts, noting that concurrent efforts
are being coordinated with City of San Clemente.
Sand Compatibility and Opportunistic Use Program (SCOUP) - Staff Member Munoz also
reported on two proposals received by Sandag for the Sand Compatibility and Opportunistic Use
Program also known as (SCOUP). SCOUP will develop a regional tool for opportunistic sand
proposals, and may eventually become a statewide template.
2004 CSBPA Conference October 28-30, 2004 - In addition to staff, Members Carroll, Erhardt and
Macklin expressed interest in attending the Long Beach conference. Staff member Munoz asked the
Committee to consider the opportunity of speaking at this conference or a future one to enhance
their accomplishments, visibility and community credibility.
2. COMMITTEE MEMBER COMMENTS: Member Carroll updated the Committee on the City meetings
being held with State Parks and Recreation. Primary topics include creating communication
channels for future discussion and the Tamarack Parking Lot agreement.
3. PUBLIC COMMENT: Geoff Phillips representing Hofman Planning Associates noted the efforts of
the Beach Preservation Committee to address coastal issues in the City.
ADJOURNMENT/NEXT MEETING
By proper motion, the meeting was adjourned at 5:15 p.m. The next meeting of the Beach Preservation
Committee will be Tuesday, September 14, 2004, 4:00 p.m. at the City of Carlsbad Faraday Administration
Building, (1635 Faraday Avenue, Carlsbad, 92008).
