CALL TO ORDER: The meeting was called to order at 4:00 p.m. ROLL CALlT Present Members: Bud Carroll, Bruce Macklin, Norine Sigafoose, Jon Campbell, Dick Erhardt, and Ed Andrews Absent: None Guests: Angela Lockhart, Babette Lithgow, Carlsbad Magazine, Geoff Phillips representing Hofman Planning Associates and Shelia Henika, Encina PowerPlant Staff: Steve Jantz, Eric Munoz and Belinda Guzman APPROVAL OF MINUTES - 6-0. Campbell/Siqafoose: By a 6-0 vote, the Committee approved the minutes of the August 10, 2004 meeting. (September 14 and October 12, 2004 meetings were cancelled due to lack of quorum). 1. AGUA HEDIONDA LAGOON MAINTENANCE DREDGING - 6-0: Special Use Permit 01- 02 included a condition requiring the Encina Power Plant to present future maintenance dredging activites of the Agua Hedionda Lagoon before the Committee. Sheila Henika, representing the Encina Power Plant provided a summary of the proposed dredging event (scheduled to begin on January 3, 2005) and described the beaches where approximately 380,00 cubic yards of sand will be placed. The north beach sand will be deposited last to enable longer sand retention. Ms. Henika confirmed the Coastal Commission permit has been approved and she is waiting for written approval. The Committee accepted the proposal from the Encina Power Plant and recommended the Public Works Director approve the proposal. Staff member Jantz will forward a letter to Public Works Director with the Committee's recommendation to accept the proposal to begin work on January 3, 2005 with a completion prior to April 15, 2005. 2. GOALS AND OBJECTIVES: Member Andrews discussed the importance of meeting with the Council Members individually to inform them of the Committee's desire to ask the Council to consider certain ideas in their 2005 Goals process. The Committee agreed to have a longer meeting on November 9, 2004, beginning at 3:00 p.m. to summarize the key issues to bring to City Council. 3. PROGRAM/PROJECT UPDATES: • Opportunistic Sand Program - Member Carroll asked if we can improve Opportunistic Sand Program by using City funds to create a project that includes funding of permits and sand for our beaches. • Coastal MOU's and Beach Budgets - Member Campbell reminded the Committee of the Committee's plan to gather all the information prior to proceeding with Council member meeting or presentation. • Local Lifeguard Program - Member Macklin reported no statistics are available from the Police or Fire Department regarding drowning along the Carlsbad beaches. He asked the Committee for feedback on his proposal to have a 5-day lifeguard service covering the main beach sectors. • TOT Analysis - Member Sigafoose thought Ag mitigation funds (derived from the sale of farm lands) might be a better source of funding than TOT to be used for beach preservation purposes. A Citizens Committee has been developed to review funding options. The Committee is interested in investigating the opportunity. 4. COMMITTEE MEMBER COMMENTS: Member Sigafoose suggested having a Committee member attend the Agua Hedionda Lagoon Foundation (AHL) meetings and have one of AHL members attend our meetings to build a relationship to share common concerns.
