TIME OF MEETING: 4:00 P.M.
CALL TO ORDER: The meeting was called to order at 3:00 p.m.ROLL CAL.ET
Present Members: Bud Carroll, Bruce Macklin, Norine Sigafoose, Jon Campbell, Dick Erhardt,
and Ed AndrewsAbsent:

Staff: Steve Jantz, Eric Munoz and Belinda Guzman
APPROVAL OF MINUTES - 6-0. Campbell/Siqafoose:
By a 6-0 vote, the Committee approved the minutes of the October 26, 2004 meeting.
By Minute Motion, the Committee voted 6-0 to appoint Member Erhardt as Chair and Member
Carroll as Vice-Chair. This was necessary with Member Sigafoose's upcoming departure due to
her recent election to the City Council.
1. GOALS AND OBJECTIVES: The meeting was scheduled at an earlier time to allow the
Committee to debate issues they wish to discuss with the City Council. Staff members Eric
Munoz and Steven Jantz facilitated the discussion. The objective of the exercise was to
develop a list of talking points the Committee felt the Council should consider in there goal
setting workshop scheduled for mid January 2005.
Staff reminded the Committee of items and issues they discussed at their visioning session
in May 2004. The consensus of the Committee is to advise the Council about the current
status of beach benefits (economic and environmental), how much the community values
the beach, and how the beach improves the visitor's quality of life. Staff member Munoz
explained the need to bring together community values to community codes.
Committee developed the following list of concerns/issues:

• Grant Opportunities - ability to leverage local funds
• Ag Mitigation Fund - Request membership to Ag Committee
• TOT - Review TOT fund increases and cash projections
• Donations - Investigate private sponsorship
• State partnership - Work with Parks & Recreation to better manage beaches
2. Sand
• Regional - Promote regional beach replenishment
• Opportunistic Sand - Develop pilot project
• Power Plant Dredging - Coordinate with Encina
Sand Retention - Promote innovative ways of retaining sand
3. Public Safety
• Animal Control - dogs/litter
• Lifeguard Service
• Personal safety
• Police Patrol
• Maintenance
• Cigarette litter
• Graffiti control
• Bio Hazard
• Water Quality
4. Public Representation - Outreach
Connect with the community
Understand community needs with the beach
Educate public on beach issues
• Monitor/survey beach attendance
The Committee spent a considerable amount of time discussing issues they felt important
to the city and should be discussed with the city council. The underlying theme is to
suggest the city take a more proactive approach to promoting coastal involvement. This
should start with an agreement between the city and the property owner: The California
Department of Parks and Recreation. Staff advised the Committee to continue to refine
and define the issues the BPC feels are important. At this time, the issues are general in
nature and need further discussion to develop a description and proposed strategy for
implementation.
Staff provided a brief summary of the internal processes that should be used to present the
proposal. Staff recommended the Committee develop the priority issues and talking points,
and present first to the City Manager. The first step would be a meeting with the City
Manager to outline the desire of the BPC to meet with the Council. Staff will investigate the
proper procedure and advise the Committee at the next meeting.
Staff Member Jantz distributed the Governor Schwarzenegger's California's Action
Strategy" which is an ocean protection Plan. The Committee discussed their plan for
developing 2005 goals and objectives which include scheduling a meeting with the City
Manager, City Attorney and meeting with Council on the Committee's 2005 focus.
2. COMMITTEE MEMBER COMMENTS:
Member Carroll volunteered to analyze the financial benefits of the California beaches
prepared by Dr. King from the University of San Francisco. Member Carroll will extrapolate
the data that relates to beaches with similar coastal communities as Carlsbad. Staff
member Munoz suggested review the existing Carlsbad data from a previous study
prepared by Dr. King in 1999.

ADJOURNMENT/NEXT MEETING
By proper motion, the meeting was adjourned at 5:30 p.m. The next meeting of the Beach
Preservation Cpmmittee will be Tuesday, December 14, 2004, 4:00 p.m. at the City of CarlsbadFaraday Administration Building, Room 173-A(1635 Faraday Avenue, Carlsbad, 92008).
