DATE OF MEETING: March 8, 2005
TIME OF MEETING: 4:00 P.M.
CALL TO ORDER: The meeting was called to order at 4:05 p.m.

APPROVAL OF MINUTES:
By proper motion (Macklin/Erhardt) the minutes of the March 8, 2005 meeting were approved
by a 7-0 vote.
1. ENCINITAS BEACH USER COUNT PROGRAM: The Committee received a presentation
from Brian Leslie on the beach user count program in the City of Encinitas. Member
Macklin distributed an information packet which included maps and photographs showing
beach access points as proposed locations to place counters at Carlsbad's beaches. In
addition, Member Macklin provided a proposed scope and cost estimate from Brian Leslie.
The Committee discussed contracting with Mr. Leslie to conduct counts and also asked if
these services can be included in the economic study by Dr. King. Staff indicated the
contract with Dr. King has received approval at the staff level and will be scheduled for
Council consideration in the next few weeks. To stop that action and ask for additional
funding and revision to the project scope may hamper and/or delay the approval of the
contract. In addition, questions would be raised regarding the capital purchases of the
counters. Also, there are no available funds in the current BPC budget to support the
additional tasks. After discussion, the Committee didn't want to have the Dr. King contract
delayed and would revisit the benefits of having a more accurate count program.
Staff member Jantz reported that he had sent Dr. King the contract documents and Dr. King
is working out the details on insurance requirements.
2. GOALS AND OBJECTIVE PROGRAM 7-0: The Committee reviewed the format of their
Goals and Objectives Program. Member Carroll distributed a memo of his
recommendations of long range and short-range goals for discussion. By proper motion
(Sullivan/Carroll) a subcommittee was formed to incorporate Committee member comments
into a draft document for review at the April 12, 2005 meeting. The subcommittee members
are Member Sullivan, Member Lockhart and Member Carroll.
Chair Erhardt recommended the Committee use the "City Stuff' program as an additional
Public Outreach to educate school children on the beach awareness, cleanliness and what
is required for water quality. Karen Green, SAIC Scientist provided a presentation to the
Sandag Shoreline Preservation Committee on beach "critters", which could be easily
modified for a school presentation and made into a video. Staff will contact Val Brown and
request her advice on the process to prepare a video presentation on the beaches.
Member Sullivan advised the Committee of his desire to work on Public Outreach as an
area of expertise and background. Member Sullivan is a current member of the local
school board.
Staff member Jantz reminded the Committee of the e-mail sent to them asking for a priority
rating on what goals they want to work on first. Mr. Jantz also suggested, prior to creating a
Beach presentation, the Committee might discuss how to go out to talk to City
representatives/organization regarding the beach. Who is the target audience? What
groups to talk to? Some suggestions would be Homeowners Associations, Chamber of
Commerce, Business Merchant organization, community groups, etc. What is the "story"
we want tell about the beach. What is the beach? What is the beach in our environment
and on our community and what does it means in our City? First steps would be to create

an outline and then develop curriculum. Marilyn Campbell, The Write Touch and Val Brown
are resources for this project. Staff member Jantz suggested using the Agricultural
Mitigation Fee Program as potential funding source for the Committees' goals. The funds
are available under four categories.
Member Andrews suggested that the Committee use the Carlsbad Magazine as a free
source of advertisement and contact the North County Times for a biweekly article on the
beach. Member Andrews also recommended Brian Leslie's presentation be given at the
Southern Beach Conference.
2. PROGRAM/PROJECT UPDATES:
Opportunistic Sand Program - Staff member Jantz reported the program is currently in the
30-day Public Review process for environmental review as a Mitigated Negative
Declaration.
Short term/Long term goals - See Item No. 2
Dr. King Study - Staff member Jantz has sent Dr. King the contract documents and
estimates scheduling the item for Council late March or early April.
3. COMMITTEE MEMBER COMMENTS:
Member Macklin informed the Committee that Encina Power Plant has canceled their
application to build a jetty, as it is not fit with their Economic Goals.
Member Lochart suggested including a Beach Preservation Committee PowerPoint
presentation for the Citizen's Academy presentation. Member Sullivan will forward the
request at the next Citizen's Academy meeting, as he is a current attendee.

ADJOURNMENT/NEXT MEETING
By proper motion, the meeting, was adjourned at 5:30 p.m. The next meeting of the Beach
Preservation Committee will be Tuesday, April 8, 2005 at 4:00 p.m. in the City of Carlsbad Faraday
Administration Building, Room 173-A (1635 Faraday Avenue, Carlsbad, 92008).
