TIME OF MEETING: 4:00 P.M.
CALL TO ORDER: The meeting was called to order at 4:05 p.m.ROLL CALLT
Present Members: Bud Carroll, Bruce Macklin, Jon Campbell, Ed Andrews, Mike Sullivan andAngela Lockhart

APPROVAL OF MINUTES:
By proper motion (Carroll/Lockhart) the minutes of the March 8, 2005 meeting were approved by a
6-0 vote.
1. CARLSBAD WATER QUALITY PROGRAM: Environmental Programs Manager Jayne
Strommer was unable to attend due to a conflict. Her presentation will be rescheduled to a
future meeting.
2. PROPOSED PUBLIC OUTREACH PROGRAM: The Committee received and discussed a
proposal prepared by Members Sullivan and Lockhart regarding an outline for future public
outreach efforts. The proposal included ideas such as preparation of an education video and
brochure, inclusion of a web page on city's website, development of curriculum for local
schools, and attendance at street faire/community events. Member Lockhart requested staff
to investigate space availability for the May 1 Street Faire. Staff member Jantz will contact the
Chamber of Commerce to check availability.
3. SHORELINE PRESERVATION COMMITTEE: Staff member Jantz provided a brief summary
of the April 7th Shoreline Preservation Committee meeting. Highlights were Moffatt and
Nichols' presentation of the Scoup program and the Future of the Shoreline Preservation
Committee were discussed, as a part of their annual review.
4. PROGRAM/PROJECT UPDATES:
Opportunistic Sand Program - Staff member Jantz reported application to permitting agencies
are complete and waiting for the final Negative Declaration from the Planning Director.
Agricultural Mitigation Funding - Member Carroll will represent the Committee at the April 12,
2005 Council Meeting to request that Beach Preservation member be appointed to the
Agricultural Mitigation Funding Committee.
5. COMMITTEE MEMBER COMMENTS: The Committee discussed the counting program
proposed by Brian Leslie. Member Macklin inquired if the Committee felt it was worthwhile to
continue working with Mr. Leslie. By consensus, the Committee agreed they would like to
continue developing a proposal with Brian Leslie, however the Committee felt the counting
program should occur after Dr. King's Economic Study.
6. PUBLIC COMMENT:

ADJOURNMENT/NEXT MEETING
By proper motion, the meeting was adjourned at 5:30 p.m. The next meeting of the Beach
Preservation Committee will be Tuesday, MaylO, 2005 at 4:00 p.m. in the City of Carlsbad FaradayAdministration Building, Room 173-A (1635 Faraday Avenue, Carlsbad, 92008).
