DATE OF MEETING: May 10, 2005

CALL TO ORDER: The meeting was called to order at 4:05 p.m.

Present Members: Bud Carroll, Bruce Macklin, Ed Andrews, Dick Erhardt, Mike Sullivan and
Angela Lockhart
Absent Members: Jon Campbell
Guests: Dr. Philip King, Denise Vedder, Carlsbad Communications Manager
Staff: Steve Jantz & Belinda Guzman
APPROVAL OF MINUTES:
By proper motion (Sullivan/Lockhart) the minutes of the April 11, 2005 meeting were approved
by a 6-0 vote.
1. ECONOMIC ANALYSIS OF CARLSBAD BEACHES: Dr. Philip King provided the
Committee a brief description of this summer's survey and resultant economic analysis of
beach visitors. Dr. King also discussed the methodology used to develop the final study.
The Goal is to determine local tax revenue from local users, day-trippers and tourists. 300-
500 surveys will provide a baseline. The survey will take place 15-20 days of preferably
sunny weather during high peak beach usage. Staff member Jantz, Members Sullivan and
Carroll met with Dr. King to survey the beach access points and discussed draft survey
questions. After considerable discussion and questions, the full Committee expressed
interest reviewing the survey questions prior to the survey finalization.
2. PROPOSED PUBLIC OUTREACH PROGRAM: Members Sullivan and Lockhart provided
an update on their effort to develop a public outreach program. A key fact was to develop a
web page of beach issues and photographs to be linked to the City's website. Member
Sullivan requested members share any images or beach photos for the website. Members
Sullivan and Lockhart will schedule a meeting with Staff Member Jantz to continue Public
Outreach discussion.
Member Lockhart discussed the meeting she and Member Sullivan had with Staff Member
Denise Vedder, Communications Manager. Denise was a guest of the Committee
suggesting, the Citizen's academy, a segment on Community Update, and State of City as
methods of reaching the public about the beach. It is important the Committee to first 1)
determine the audience, 2) craft the message and describe the activities of the Committee.
Denise also mentioned when the Committee feels it has news points to remember Carlsbad
has four newspapers, Adelphia and a local newscaster.
3. PROGRAM/PROJECT UPDATES: Staff member Jantz provided a brief update on the
Opportunistic Sand Program.
4. COMMITTEE MEMBER COMMENTS: Member Carroll requested an addition to the
agenda for the Committee to consider appointment recommendation for the Agriculture
Mitigation Committee at the June 14, 2005 meeting.
Chair Erhardt reminded the Committee to call him anytime to discuss beach matters and
Committee business.
Member Erhardt requested that Member Macklin give an update on Opportunistic Sand at
the June 14, 2005 meeting.

ADJOURNMENT/NEXT MEETING
By proper motion, the meeting was adjourned at 5:15 p.m. The next meeting of the Beach
Preservatipn Committee will be Tuesday, July 12, 2005 (June 14 meeting was canceled) at
4:00 p.m. in the City of Carlsbad Faraday Administration Building, Room 1/3-A (1635 Faraday
Avenue, Carlsbad, 92008).
