DATE OF MEETING: JULY 12, 2005

CALL TO ORDER: The meeting was called to order at 4:05 p.m.

Present Members: Bud Carroll, Bruce Macklin, Ed Andrews, Dick Erhardt, Mike Sullivan, Jon
Campbell and Angela Lockhart

Staff: Steve Jantz & Belinda Guzman
APPROVAL OF MINUTES:
By proper motion (Carroll/Lockhart) the minutes of the May 10, 2005 meeting were approved by a
6-0 vote.
1. AG MITIGATION FUND COMMITTEE 6-0 (Caroll/Campbell): Member Carroll stated he
attended a recent Council meeting and expressed the Beach Preservation Committee's interest
in the utilizing AG Mitigation Funds for such projects as enhancement of the beach and
construction of beach trails/access. After deliberation, the Committee recommended Chair
Erhardt serve as representative to the AG Mitigation Fund Committee. Member Macklin
expressed his preference that all of the proposed funds go to farm worker housing.
2. PROPOSED PUBLIC OUTREACH PROGRAM: Member Lockhart distributed copies of the
draft text for addition to the city's website for Committee. Photos will be added at a later date.
The Committee will review the text and provide comments prior to the August 9, 2005 meeting.
Member Andrews volunteered to coordinate a collection of photos with Denise Vedder.
3. SHORELINE PRESERVATION COMMITTEE: Committee member Erhardt provided a brief
summary of the Shoreline Preservation Committee meeting of June 2, 2005. Key highlights
were: Update from the Port of San Diego on dredging of San Diego Bay, status report on the
SCOUP, and the Shoreline Preservation Committee is now classified as a working group.
4. PROGRAM/PROJECT UPDATES:
• Dr. King Study - Staff Member Jantz reported that Dr. King has complied approximated 250
interviews. Member Erhardt provided a summary of his discussion with Dr. King.
• Conferences/Workshops - Staff member Jantz advised the Committee of 4 upcoming
conferences and workshop opportunities:
a. Ocean and Coastal Economic Summit - Held on July 22 at the Caesar Chavez
Community Center in Long Beach.
b. ASBPA - American Shore and Beach Preservation Association Conference is October
10-12 in San Francisco
c. CSBPA - California Shore and Beach Preservation Association in Huntington Beach is on
October 26 - October 28.
d. Wave of the Future - Hosted by County Board Supervisor Pam Slater-Price is from 9:00
a.m. - noon on August 3, noon at the County Administration Building. Six members
expressed interest in attending. Staff member Jantz will reserve a larger van for August 3.
5. COMMITTEE MEMBER COMMENTS:
• Member Mackin - Expressed a strong desire to complete the Opportunistic Sand Program in
order to be able to propose Capital Improvement Projects for structures to hold sand in place
on the beach.
• Staff Member Jantz - Mr. Jantz reported a project east of Bristol Cove on Park Drive and
Neblina is offering excess sand for the beach. He suggested writing a condition of approval
for the project requiring the sand be placed at the Opportunistic Sand site.
• Member Carroll - Suggested buying a dredge for bringing sand on the beach.
• Chair Erhardt - Distributed 2 articles to the Committee about sand on the beach
• Member Andrews - Stated in order to make the slope planting project a success at the Sea
Wall, the squirrels must be dealt with.

6. PUBLIC COMMENT: None
ADJOURNMENT/NEXT MEETING
By proper motion, the meeting was adjourned at 5:20 p.m. The next meeting of the Beach
Preservation Committee will be Tuesday, August 9, 2005 at 4:00 p.m. in the City of Carlsbad
Faraday Administration Building, Room 1/3-A (1635 Faraday Avenue, Carlsbad, 92008).
