CALL TO ORDER: The meeting was called to order at 4:05 p.m. ROLL CALTT Present Members: Bud Carroll, Ed Andrews, Dick Erhardt, Jon Campbell and Angela Lockhart Absent Members: Mike Sullivan, Bruce Macklin Guests: Ray Duncan - City of Oceanside, Kurt Burkhart - Carlsbad Convention and Visitors Bureau Staff: Steve Jantz & Belinda Guzman APPROVAL OF MINUTES: By proper motion (Campbell/Carroll) the minutes of the July 12, 2005 meeting were approved by a 5-0 vote. 1. CARLSBAD BUSINESS AND VISITOR BUREAU: Mr. Kurt Burkhart provided a brief PowerPoint presentation on the Carlsbad Convention and Visitors Bureau. The CCVB Mission Statement is as follows: To successfully promote Carlsbad as a preferred year-round leisure travel destination, with the primary emphasis on increasing travel spending within the City, generating additional tax revenue and expanding travel and tourism-related employment within the City of Carlsbad Key points of the presentation were the Bureau's Mission and Vision Statements, current and future community events supported by the Bureau, and the upcoming proposed Tourism Business Improvement District. After discussion, the BPC agreed the three topics outlined by Mr. Burkhart tie in well with the Committee's desire for public outreach, providing sand nourishment at the beach, and on-going promotion of tourism. The Bureau is interested in collaborating with the Beach Preservation Committee on future efforts of joint interest. 2. CALIFORNIA STATE LEGISLATIVE UPDATE: Mr. Steve Aceti, CalCoast Executive Director was unable to attend and will reschedule for a future meeting. 3. PROPOSED PUBLIC OUTREACH PROGRAM: Member Lockhart provided a final draft of the beach website text for Committee discussion. After review, the Committee suggested certain minor modifications to the text. Member Lockhart indicated she would make the changes and forward to staff for submission to the city's website committee. Member Andrews stated he sent some pictures of the beaches for inclusion in the web page. 4. SHORELINE PRESERVATION TECHNOLOGIES & STRATEGIES CONFERENCE: Committee member Erhardt provided a brief summary of the Shoreline Preservation Technologies and Strategies Conference held on August 3, 2005. The purpose of the conference was to continue discussion on the need to protect the coastline. The conference also provided two alternative approaches for "growing the beach". 5. PROGRAM/PROJECT UPDATES: • Opportunistic Sand Program Update - The Committee received a brief update from Staff member Jantz on the Opportunistic Sand Program. Mr Jantz indicated a developer along the north shore of the Agua Hedionda Lagoon is required to export approximately 70,000 cubic yards of sand to allow for the construction of future housing units. The developer and the city have had preliminary discussions about the material and how it may fit with the Opportunistic Sand Program. Staff member Jantz will provide routine updates at future BPC meetings. 6. COMMITTEE MEMBER COMMENTS: None 7. PUBLIC COMMENT: Mr. Burkhart suggested improving access to the beach by proposing a stairway on the north side of the beach parking lot next to the surf shop. He also suggested increasing the number and emptying of trashcans, and investigating methods of grooming the beach. August 9, 2005 BEACH PRESERVATION MINUTES OF 8/09/05 Page 2 ADJOURNMENT/NEXT MEETING By proper motion, the meeting was adjourned at 6:00 p.m. The next meeting of the Beach Preservation Committee will be Tuesday, September 13, 2005 at 3:00 p.m. at the Encina Power Plant to tour the Carlsbad Aquafarm.
