DATE OF MEETING: October 25, 2005
TIME OF MEETING: 4:00 P.M.
CALL TO ORDER: The meeting was called to order at 4:00 p.m.
ROLL CALL:
Present Members: Ed Andrews, Dick Erhardt, Jon Campbell, Mike Sullivan, Bruce Macklin
and Angela Lockhart
Absent Members: Bud Carroll
Guests: None
Staff: Steve Jantz
APPROVAL OF MINUTES:
By proper motion (Campbell/Andrews) the minutes of the September 13, 2005 meeting were approved
by a 6-0 vote.
1. ASBPA CONFERENCE REPORT: Members Sullivan and Lockhart provided a summary of the
annual ASBPA Conference on October 10-12, 2005 in San Francisco. Both members stated it was
a worthwhile conference and they were impressed with the number of players, effort and resources
being applied to sand management in California. They stated the conference emphasized the
beaches are a huge economic engine within California and need to be taken seriously.
Approximately $2.5B are spent statewide which is directly associated with beaches. After
considerable discussion, the BPC agreed additional education is necessary to inform the public
about the benefits of the beaches. The BPC suggested expanding their Public Outreach Program
with the following: preparing a presentation on Beach Basics 101, providing a presentation to the
Citizens Academy, preparing curriculum for the local schools, develop information
packets/handouts, and distribute information provided in the Beach Economic Study. The BPC
also indicated their desire to establish a message and present to the City Council in January.
2. CALIFORNIA STATE LEGISLATIVE UPDATE: Mr. Steve Aceti, CalCoast Executive Director was
unable to attend and will reschedule for a future meeting.
3. AG MITIGATION MEETING: Chair Erhardt provided a brief summary of the Ag Mitigation
Committee, noting the regulations indicate a fair distribution between four (4) categories. The Ag
Committee is currently finalizing criteria and selection procedures, which is to be presented to the
City Council in the near future. Chair Erhardt will keep the Committee informed on future
meetings.
4. PROGRAM/PROJECT UPDATES:
• Opportunistic Sand Program Update - Staff member Jantz provided a brief update to the
program.
5. COMMITTEE MEMBER COMMENTS: The BPC recommended the following items for their next
meeting: Working session to develop a strategy for City Council presentation, review and comment
on the draft Beach Economic Study prepared by Dr. King, and an update on the public Outreach
Program.
6. PUBLIC COMMENT: None
ADJOURNMENT/NEXT MEETING
By proper motion, the meeting was adjourned at 5:30 p.m. The next meeting of the Beach Preservation
Committee will be Tuesday, November 8, 2005 at 4:00 p.m. in the City of Carlsbad Faraday
