CALL TO ORDER: The meeting was called to order at 4:05 p.m. ROLL CALL: Present Members: Ed Andrews, Dick Erhardt, Jon Campbell, Bud Carroll, Bruce Macklin and Angela Lockhart Absent Members: Mike Sullivan Guests: Ray Duncan Staff: Steve Jantz Belinda Guzman APPROVAL OF MINUTES: By proper motion (Carroll/Lockhart) the minutes of the November 8, 2005 meeting were approved by a 6-0 vote. Staff member Jantz provided the Committee a copy of Dr. King's revised Beach Economic Study. The Committee will review the final report and consider approval at the January meeting. 1. CITY COUNCIL PRESENTATION: The Committee discussed the need to present the findings of the Beach Economic Study at a future City Council meeting. The Committee wants to present the data prior to the Council's next scheduled goal setting workshop tentatively scheduled at the end of March 2006. In addition, the Committee would like to highlight their upcoming work program, in particular the desire to increase public awareness of the beach as well as the role of the BPC. Staff member Jantz will prepare a draft outline of the presentation and forward to Member Lockhart for review and comment. The draft outline will be presented at the January BPC meeting. 2. 2006 GOALS AND OBJECTIVES PROGRAM: The Committee discussed their current years goals and accomplishments. The Committee then discussed their 2006 Goals and Objectives Program. After considerable discussion, the Committee suggested modifications and additions to their goal program. Staff member Jantz will revise the goals program accordingly and send an electronic copy of the goals to member Lockhart for review. The final version will be placed on the agenda for approval at the January 10, 2006 meeting. 3. SHORELINE PRESERVATION COMMITTEE: BPC member Lockhart briefed the Committee on the Shoreline Preservation Committee meeting of December 1, 2005. Key highlights were: 1) The Army Corps of Engineer's joint project with the cities of Encinitas and Solana Beach, 2) A presentation by Scripps on current Lidar Monitoring (Light Detection and Ranging technology) efforts in north county, 3) A presentation by Moffatt & Nichol describing the status of the SCOUP, and 4) Legislative update from Steve Aceti regarding funding legislation for 2006. 4. AG MITIGATION FUND COMMITTEE: Chair Erhardt briefed the Committee on the proposed timeline for creating a grant application (January 2006), conducting public workshops (Feb 2006), sending requests and accepting project proposals (March 2006), completing the review process (June 2006), and sending the list of projects to the City Council by September 2006. Chair Erdhardt also suggested any beach project should attach a letter of support from Kim Sterrett of Boating and Waterways. 5. PROGRAM/PROJECT UPDATES: • Opportunistic Sand Program Update - Staff member Jantz reported on Moffat and Nichol's progress on the permit. PUBLIC COMMENT: None ADJOURNMENT/NEXT MEETING By proper motion, the meeting was adjourned at 5:35 p.m. The next meeting of the Beach Preservation Committee will be Tuesday, January 10, 2005 at 4:00 p.m. in the City of Carlsbad Faraday Administration Building, Room 173-A(1635 Faraday Avenue, Carlsbad, 92008).
