CALL TO ORDER: The meeting was called to order at 4:05 p.m. ROLL CALL: Present Members: Ed Andrews, Dick Erhardt, Bud Carroll, Bruce Macklin and Angela Lockhart Absent Members: Mike Sullivan Guests: Ray Duncan and Matt Huff Staff: Steve Jantz and Belinda Guzman APPROVAL OF MINUTES: Minutes of the December 13, 2005 meeting were approved 5-0 (Macklin/Lockhart) 1. CARLSBAD BEACH ECONOMIC STUDY : By a 4-0 vote (Carroll/Lockhart - Andrews abstain) the Committee considered and accepted the Carlsbad Beach Economic Study prepared by Dr. Phil King. The Committee further recommended the report be sent to the City Council via memo to the City Manager outlining and summarizing the Committee's position on the study. The draft memo will be prepared by Member Andrews and coordinated with staff member Jantz. 2. 2006 GOALS AND OBJECTIVES PROGRAM: After Committee discussion, the BEC approved the 2006 Goals and Objectives Program, by a 4-0 vote (Carroll/Macklin - Andrews abstain) which incorporated revisions submitted by member Carroll and Lockhart. Staff member Jantz will forward the revised goals to City Council via memo to the City Manager. 3. CITY COUNCIL PRESENTATION: The Committee reviewed the proposed outline for an upcoming City Council presentation and will forward any additional comments to Staff member Jantz. Member Lockhart will prepare printed material to support talking points for the Council presentation. 4. AG MITIGATION FUND COMMITTEE: Member Erhardt informed the Committee he would report on the progress of the January 17th AG Mitigation Fund meeting at the February 14, 2006 meeting. 5. PROGRAM/PROJECT UPDATES: Opportunistic Sand Program Update - Committee member Macklin reported the environmental document will be complete by the end of January 2006. Staff member Jantz briefed the Committee on Moffatt and Nichols' progress with the development of a proposal and estimated project cost for a beach nourishment project using offshore sand deposits. Staff member Jantz briefed the Committee on the State Boating & Waterways generous offer to match potential funding for the proposed beach nourishment project. Boating and Waterways required the following in order to include the project in their department's budget: 1) a resolution from the Council supporting the project 2) an Economic Feasibility Study and 3) substantial completion of the required environmental documentation. 6. COMMITTEE MEMBER COMMENTS: Chair Erdhardt briefed the Committee on letter received from the Clean Beaches Council indicating a process to get the local beaches certified by their organization. Among a number of requirements is a fee of $24,000. The Committee determined this was not a needed certification. BEACH PRESERVATION COMMITTEE Minutes of January 10, 2006 Page 2 7. PUBLIC COMMENT: None ADJOURNMENT/NEXT MEETING By proper motion, the meeting was adjourned at 5:35 p.m. The next meeting of the Beach Preservation Committee will be Tuesday, February 14, 2006 at 4:00 p.m. in the City of Carlsbad Faraday Administration Building, Room 173-A (1635 Faraday Avenue, Carlsbad, 92008).
