DATE OF MEETING: February 14, 2006
TIME OF MEETING: 4:00 P.M.
CALL TO ORDER: The meeting was called to order at 4:05 p.m.
ROLL CALL:
Present Members: Ed Andrews, Dick Erhardt, Bud Carroll, and Angela Lockhart
Absent Members: Bruce Macklin and Mike Sullivan
Guests: Winifred Meiser, Ray Duncan and Matt Huff
Staff: Steve Jantz and Belinda Guzman
APPROVAL OF MINUTES: Minutes of the January 10, 2006 meeting were approved 4-0
(Lockhart/Carroll).
1. PROPOSED CARLSBAD BEACH PROJECT: Mr. Bob Wilkinson briefed the Committee on
a proposed shoreline enhancement project at the corner of Carlsbad Blvd and Pine Avenue.
The project proposed a mini park providing seating and landscape areas as well an
information kiosk for such ocean information as high/low tides, sunsets, etc. Member
Andrews suggested adding beach access stairways adjacent to the parking lot. The Beach
Preservation Committee generally supported the proposed project.
2. 2006 BPC BUDGET: Staff member Jantz provided a draft FY 06/07 budget for the
Committee's consideration. Member Andrews suggested an increase in the conference
budget for the upcoming ICCE Conference in San Diego. After Committee discussion, the
BPC recommended approval of their FY 06/07 budget allocations by a 4-0 vote included the
revision submitted by member Andrews.
3. CITY COUNCIL PRESENTATION: The Committee reviewed a draft presentation for an
upcoming March 2006 City Council meeting discussing the results of the Beach Economic
Study. Member Andrews and Lockhart suggested minor revisions to the presentation.
Chair Erhardt briefed the Committee on a meeting held with the Mayor and Council member
Kulchin regarding efforts currently being pursued by the BPC. Key highlights were: Public
Outreach, Boating and Waterways potential funding for a beach nourishment project, briefly
discussing result of Beach Economic Study, and a request to fill committee vacancies.
4. AG MITIGATION FUND COMMITTEE: Chair Erhardt provided an update on the AG
Mitigation Fund Committee's progress towards the completion of the application and
approval format for potential projects.
5. PROGRAM/PROJECT UPDATES:
Opportunistic Sand Program Update - Chair Erhardt provided an update on
Opportunistic Sand Program and the completion of Mitigated Negative Declaration,
which is out for public review.
6. COMMITTEE MEMBER COMMENTS: Member Carroll provided the Committee a brief
outline of the 30tn Annual International Conference of Coastal Engineering on September 3rd
- 8th being held in San Diego. Staff Member Jantz suggested the Committee share passes
due to expense of the seminar.
7. PUBLIC COMMENT:
• Winfred Meiser requested Committee sponsorship for the April 2006 Earth Day
Celebration.

• Matt Huff suggested the Committee define the target for their public outreach efforts.
ADJOURNMENT/NEXT MEETING
By proper motion, the meeting was adjourned at 5:40 p.m. The next meeting of the Beach
Preservation Committee will be Tuesday, March 14, 2006 at 4:00 p.m. in the City of Carlsbad
Faraday Administration Building, Room 173-A (1635 Faraday Avenue, Carlsbad, 92008).
