CALL TO ORDER: The meeting was called to order at 4:00 p.m. ROLL CALL: Present Members: Ed Andrews, Bruce Macklin, Dick Erhardt, Mat Huff and Angela Lpckhart Absent Members: Mike Sullivan, Bud Carroll Guests: Elaine Lukey, Ray Duncan, Denny Stoufer and Claudio Fassardi Staff: Steve Jantz and Belinda Guzman APPROVAL OF MINUTES: Minutes of the April 11, 2006 meeting were approved 5-0 (Lockhart/Macklin). 1. ENVIRONMENTAL PROGRAMS PRESENTATION: Acting Environmental Programs Manager Elaine Lukey provided a presentation on the City's Storm Water Compliance, Water Conservation and Solid Waste programs. Ms. Lukey outlined the state and federal requirements mandated by the NPDES permit which must be complied with by all cities in San Diego county. The purpose was to inform the Committee on water quality efforts performed by city staff to ensure the runoff does not negatively impact the ocean, lagoons and receiving waters. After questions, the Committee thanked Elaine for her presentation. 2. PUBLIC OUTREACH PROGRAM: Members Lockhart and Huff distributed an outline of the immediate and long range goals related to the Committee's Public Outreach Campaign. They detailed the public outreach strategy and requested input from other Committee members. The initial effort is to complete the beach website and have it posted on the City's website. The next effort will be the development of a brochure educating the public on various coastal issues. Another element was attending local street fares and other public events whereby the brochures can be available to interested attendees. They also suggested the Committee participation in the upcoming Coastal Cleanup day on Saturday September 16, 2006. 3. AG MITIGATION FUND COMMITTEE: Chair Erhardt provided an update on the AG Mitigation Fund Committee's progress. The proposed application process is tentatively scheduled for the City Council meeting of May 16, 2006. If approved by the Council, the Committee should consider applying for funds for future beach nourishment activities. 4. PROGRAM/PROJECT UPDATES: • Opportunistic Sand Program - Staff member Jantz provided an update on the progress of the Opportunistic Sand Program and mentioned the local permits are scheduled for the Carlsbad Planning Commission meeting of May 17, 2006. • City Council Presentation of Beach Economic Study - The Council presentation has been rescheduled to June 27, 2006. 5. PUBLIC COMMENT: • Guest Denny Stoufer, Superintendent, Department of Parks and Recreation briefed the Committee on the state's current budget situation and how they affect Carlsbad's beaches and lifeguard services. • Guest Claudio Fassardi, a local Carlsbad resident and Sr. Ocean and Coastal Engineer for Nobel Consultants, Inc. expressed interest the BPC Committee's activities. Mr. Fassardi also offered to hold some coastal topics training for the Committee at no charge. Training topics and logistics will be discussed at a future meeting.
