CALL TO ORDER: The meeting was called to order at 4:00 p.m. ROLL CALL: Present Members: Ed Andrews, Bruce Macklin, Dick Erhardt, Mat Huff and Angela Lockhart Absent Members: Mike Sullivan, Bud Carroll Guests: Eric Munoz, Denise Vedder, Val Brown, Joe Garuba, Karl Tallman, Denny Stoufer and Claudio Fassardi Staff: Steve Jantz and Belinda Guzman APPROVAL OF MINUTES: Minutes of the May 9, 2006 meeting were approved 5-0 (Macklin/Lockhart). 1. AGUA HEDIONDA LAGOON FOUNDATION: Agua Hedionda Lagoon Foundation President Eric Munoz addressed the Committee on current activities. Eric informed the Committee of the April 22, 2006 Lagoon Foundation Building opening and the Foundation's progress in eradicating Caulerpa Taxifolia. 2. PUBLIC OUTREACH PROGRAM: Member Lockhart stated the Beach Preservation Committee's webpage is now on the City's website. Communications Manager Denise Vedder addressed the Committee on public outreach opportunities. Opportunities include advertisements, brochures, access to four local newspapers, Carlsbad Magazine and the local TV station. Denise suggested the Committee frame their message in a simple and clear manner, summarizing the issues and building on 2-3 points. Val Brown, Video Production Manager also addressed the Committee on video outreach opportunities, such as partnering on the pet waste segment in the upcoming video. Joe Garuba, Senior Management Analyst discussed the City's position on funding activities on state property. 3. AG MITIGATION FUND PROJECT: The Committee discussed the process to complete the application for AG Mitigation funding. Chair Erhardt also discussed the upcoming July 1, 2006 newspaper advertisement requesting proposals for appropriate projects due by July 31, 2006. Chair Erhardt also was looking for BEC volunteers to work on a beach proposal that would benefit Carlsbad beaches. Members Huff, Lockhart and Carroll volunteered. The AG Committee will be conducting workshop to provide input on how to fill out project applications. 4. PROGRAM/PROJECT UPDATES: • City Council Presentation of Beach Economic Study is scheduled for the June 27, 2006 Council Meeting. • ICCE & CSBPA Conferences - Committee members identified who will be attending the upcoming conferences. • June 6, 2006 City Council Presentation - The Committee watched the June 6, 2006 City Council public comments given by Member Macklin requesting support on additional lifeguard services for Carlsbad. COMMITTEE MEMBER COMMENTS: • Member Macklin distributed a draft resolution for Committee consideration requesting the City Council fund local lifeguard services. After considerable discussion, the Committee requested time to review and consider the proposal PUBLIC COMMENT: • Mr. Denny Stoufer, Superintendent, Department of Parks and Recreation briefed the Committee on the state's current budget situation and how it may affect Carlsbad's beaches and lifeguard services. Denny also suggested the Committee partner with the State on the issues affecting the Carlsbad coastline. ADJOURNMENT/NEXT MEETING By proper motion, the meeting was adjourned at 5:30 p.m. The next meeting of the Beach Preservation Committee will be Tuesday, June 13, 2006 at 4:00 p.m. in the City of Carlsbad Faraday Administration Building, Room 173-A(1635 Faraday Avenue, Carlsbad, 92008).
