DATE OF MEETING: July 11, 2006
TIME OF MEETING: 4:00 P.M.
CALL TO ORDER: The meeting was called to order at 4:00 p.m.
ROLL CALL:
Present Members: Bud Carroll, Dick Erhardt, Mat Huff and Angela Lockhart
Absent Members: Ed Andrews
Guests: Paul Webster, Karl Tallman, Denny Stoufer and Claudio Fassardi
Staff: Steve Jantz and Belinda Guzman
APPROVAL OF MINUTES: Minutes of the June 13 meeting were held over to the August
meeting for approval.
By motion, Committee member Carroll recommended member Lockhart to the position of vice-
chair. The motion was seconded by member Huff. The vote carried unanimously 4-0.
1. MEET AND GREET STATE REPRESENTATIVE: Mr. Paul Webster, staff for California
Assembly member Mark Wyland, introduced himself to the Committee. Mr. Webster
provided a brief personal background of his experience working in Washington D.C. and
offered to be the contact person for members of the community to discuss beach related
issues. The Committee briefly discussed items they are working on including a summary of
the recent Beach Economic Study. Mr. Webster provided his phone number and email
address for future contact.
2. FUTURE LOBBYING ACTIVITIES: The Committee briefly discussed the items they wish to
discuss with the Council for consideration during their next goal setting session. This effort
is a follow-up to the BPC's presentation of June 27th on the Beach Economic Study. The
Committee suggested a workshop to better refine the talking points and suggested meeting
on July 26th. Staff member Jantz stated he would schedule a conference room in the
Faraday building to continue the discussion. The Committee will further refine the talking
points at their August 8th meeting.
3. SHORELINE PRESERVATION COMMITTEE: Member Erhardt provided a brief summary
of the Sandag Shoreline Preservation Working Group meeting of July 6th. Key highlights
were: a report by Coastal Frontiers summarizing the 5-year shoreline monitoring program
required of the Regional Beach Sand Project, a request by staff for the Committee to
consider authorizing Sandag to take a lead role in the next regional sand nourishment
project, an update by Carlsbad on the Beach Economic Study and Survey, a summary
report by Moffatt & Nichol regarding the SCOUP Program, and a legislative update by
CalCoast. The next meeting of the Shoreline Preservation Working Group is scheduled for
October 5th.
4. AG MITIGATION FUND PROJECT: The Committee was provided an update on the
development of a proposed project and discussed the process to complete the application
for AG Mitigation funding. Chair Erhardt provided a brief discussion on the final schedule
approved by the Ag Committee indicating the applications are due no later than September
29, 2006. The AG Committee will be conducting workshops to provide input on how to fill
out project applications. The BPC subcommittee has met during the past month and
developed a draft description of the project. The Ag Mitigation Fund Application was used to
help develop the proposal.

5. PROGRAM/PROJECT UPDATES:
• ICCE & CSBPA Conferences - Committee members identified who will be attending the
ICCE Conference in San Diego. Staff member Jantz will register for 2 attendees to the
conference and Members Lockhart and Huff to a Saturday technical session on coastal
dynamics. Staff Member Jantz will also register himself and Member Ed Andrews for the
CWO 06 Conference in Long Beach
5. COMMITTEE MEMBER COMMENTS:
• Member Erhardt asked Karl Tallman how many rescues were conducted over the July
4th weekend. Mr. Tallman indicated 310 rescues were conducted north of Torrey Pines
with approximately 100 in Carlsbad.
• Staff member Jantz indicated the Carlsbad Beach website was moved forward on the
city's website so visitors can find the information easier.

ADJOURNMENT/NEXT MEETING
By proper motion, the meeting was adjourned at 5:30 p.m. The next meeting of the Beach
Preservation Committee will be Tuesday, August 8, 2006 at 4:00 p.m. in the City of Carlsbad
Faraday Administration Building, Room 173-A(1635 Faraday Avenue, Carlsbad, 92008).
