CALL TO ORDER: The meeting was called to order at 4:00 p.m.
ROLL CALL:

APPROVAL OF MINUTES: Minutes of the June 13, 2006 and July 11, 2006 meetings were
approved 6-0.
1. NEW BEACH PRESERVATION COMMITTEE MEMBERS: Chair Erhardt introduced two newly
appointed Beach Preservation Committee members, Bill Gelfound and Matt Rocco.
2. STATE PARKS AND RECREATION BEACH MANAGEMENT: Mr. Denny Stoufer provided a
brief presentation on the role of the California Department of Parks and Recreation, San Diego
Division. Mr. Stoufer focused on the Memorandum of Understanding (MOD) and Operating
Agreement with the City of Encinitas for ongoing joint shoreline management activities. Key
highlights were; putting together a subcommittee and focusing on three main points: 1) Public
Safety, including radio/pager communication, response procedures and staff training, 2) joint
public resources and facilities which include maintenance of buildings and parking lots as well as
Opportunistic Sand activities, and 3) the $2,000,000 Seaside Park/stairway improvement project.
The State Parks Department has also transitioned to concession services contracts for surfing
camps, day camps and surfing lessons. Kathy Weldon, City of Encinitas commented the MOU
had no exchange of funds and works well since it formalizes a smooth operating relationship
between the City of Encinitas and State Parks. Mr. Stouffer expressed a desire to work with
Carlsbad in the same cooperative MOU spirit.
Member Carroll asked if the MOU has value without an Operating Agreement. Mr. Stouffer
noted the MOU establishes a frame work for communication of issues between the state and
local agencies. The operating agreement set the ground work for maintenance responsibilities
for facilities serving the beach area. State Parks currently has an operating agreement with the
City of Carlsbad for the maintenance of the restroom at the north end of Pine and the triangle
shaped lot.
3. CITY COUNCIL TALKING POINTS: The Committee tabled the discussion to formalize talking
points for future meetings with the City Council to the September 12, 2006 meeting.
4. AG MITIGATION FUND PROJECT: Member Erhardt provided the Committee an update on the
progress of the application for AG Mitigation funding for a potential beach nourishment project.
Member Erhardt reported receiving only 24 bid forms for potential projects and no requests for
the workshop to explain how to fill out the forms. Member Rocco was interested in knowing the
deadline for submitting a project. Staff member Jantz indicated the Ag Fund project submittal is
due on September 29, 2006. Staff also briefed the Committee on the upcoming Ag Mitigation
authorization to submit an application agenda bill, tentatively scheduled for the September 12,
2006 Council meeting.
5. PROGRAM/PROJECT UPDATES:
• ICCE & CSBPA Conferences - Member Carroll updated the Committee on the progress of
the upcoming conferences. The Committee also discussed attendance preferences.
• SANDAG Regional Beach Nourishment Program - Staff Member Jantz briefed the
Committee on the resolution expressing interest in SANDAG implementing a Regional Beach
Nourishment project agenda bill, tentatively scheduled for September 12, 2006.

• Member Presentation at Long Beach Conference - Member Andrews will be presenting a
paper at the September 12, 2006 Long Beach Conference titled "Beach Management, Who's
Responsibility is it?"
6. COMMITTEE MEMBER COMMENTS: Member Bill Gelfound volunteered to work on the Public
Outreach subcommittee. Member Gelfound also briefed the Committee on his intention to attend
an August 17, 2006 Meeting, 7:00 - 9:00 p.m. at the Encinitas Community Center about Sand
and Sea Walls.

CITY COUNCIL TALKING POINTS
Intent: Establish a council goal centered around enhancement/management of the local beach
As a follow-up to the recommendations outlined during the presentation on the Economics of the
Carlsbad Beach, the Beach Preservation Committee further recommends the City Council develop a goal
to improve the beach area.
Why
• Significant economic engine for the city
• Beach is largest tourist draw in United States
• More people visit the beaches that state parks in California
• Carlsbad beach visitors bring $26,500,000 annually to the local economy
• Ranked # 1 in Carlsbad citizen survey
• Residents responded the proximity of the beach is why they chose to live in Carlsbad
• Environmental Asset
• Provides habitat for wide array of species from avian to marine
• Beach is a natural resource which should be protected
• Provide coastal protection for public infrastructure and private property
For all the above reasons, enhancing the coastal environment is important to Carlsbad
How
• Focus a significant portion of the City's legislative platform on coastal issues
Meet with local representatives and focus on providing adequate funds for local beach
• Direct state lobbyist to notify city of pending legislation which affects the beach
• Identify staff person who is responsible to monitor pending legislation
Provide letters of support for beach legislation
• Establish a relationship with San Diego region of State Parks and Recreation on beach
maintenance/enhancement issues
• Meet regularly to identify similar issues and responsibilities
Culminate in securing Memorandum of Agreement (MOA)
• Define future projects which could be included in future state and county funding legislation
• Regional Beach Sand Nourishment Project
• Sand Retention
• Coastal Access
Consider the beach is Council goal setting workshop
Make the beach one of the top 15 projects
o Community asset - #1 reason people live in Carlsbad
o Benefits to local economy
• Include provisions to improve safety and cleanliness of local beach
Enforce local ordinance for dogs, excessive parties, rowdiness, etc.
