CALL TO ORDER: The meeting was called to order at 4:00 p.m.

APPROVAL OF MINUTES: Minutes of the August 8, 2006 meeting were approved 7-0
(Carroll/Lockhart).
1. AGUA HEDIONDA LAGOON DREDGE EVENT: Sheila Henika, Jerry Carter and David Lloyd
represented the Encina Power Station and provided a brief summary of the anticipated 2006/07
dredging operation for the westerly basin of the Agua Hedionda Lagoon. The plant proposes to
dredge the westerly basin of the lagoon and place up to 500,000 cubic yards of sand on the local
beach. Maintenance dredging is needed every two years to keep the mouth of the lagoon open
to ensure cooling waters reach the plant. The dredging activity is typically performed between
January and mid April.
Staff member Jantz informed the Committee Encina is required to secure a Special Use Permit
from the Carlsbad Planning Commission every 5 years. A condition of approval requires the
applicant to present all upcoming maintenance dredge activities and disposal procedures to the
Committee. The Committee considers the project and makes a recommendation to the City
Engineer regarding the proposal. The City Engineer then provides a letter of approval to the
power company.
The Committee discussed key highlights: 1) the dredging is critical to keeping the lagoon open
for tidal circulation; 2) approximately 300-400 thousand cubic yards of material from this
dredging cycle will be used for beach sand nourishment. The sand will be distributed on the
local coastline with 30% placed on north beach and the remainder spread to middle and south
beach; 3) the power company will develop a beach disposal plan to show methods used to
retain as much sand as possible. In addition, the deposit operation on north beach will be the
last phase of disposal so the sand will remain on the beach for longer period of time frame.
Member Carroll asked if Encina would ever let the lagoon close. Sheila informed the Committee
that the lagoon would regularly be dredged and remain open for the use of the community.
Member Huff requested a copy of the Sand Deposition Management Plan from Staff Member
Jantz. Member Huff also suggested a Committee member take photos of the dredging operation
to be used as outreach on our website. Member Gelfound asked Encina about Calerpa
sampling prior to dredging. Encina confirmed a Calerpa survey will be performed 60 days prior
to starting the dredge operation.
Ray Duncan, City of Oceanside asked Shelia Heinka if they dike the sand for the maximum
distribution on the beach when discharging the dredged sand. Sheila stated the sand the sand
discharge pipe is placed parallel to the beach and the sand is then pushed along the beach with
a bulldozer. Mr. Duncan also asked if the sand fines from different lagoon location is analyzed
and the City can determine best quality sand to specific locations. Sheila stated this is not the
current practice.

The Committee approved a motion 7-0 (Andrews/Lockhart) recommending the City Engineer
approve the power company's proposal to conduct a maintenance dredging event in the westerly
basin of the Agua Hedionda Lagoon, and deposit the material with 30% placed on north beach
and the remainder deposited on middle and south beach. Staff Member Jantz informed the
Committee the Special Use Permit, related to the dredged beach sand deposition, would go
before the Planning Commission on October 18, 2006
2. "BEACH MANAGEMENT - WHO'S RESPONSIBILITY IS IT?": Member Ed Andrews provided
his presentation for the upcoming California and World Ocean 06 conference to the Committee
for their information and to receive comments. The Committee offered minor revisions for
clarification purposes and a better understanding of Member Andrews' research.
3. AG MITIGATION FUND PROJECT: The Committee received a report on the progress of the
application for AG Mitigation funding for a potential beach nourishment project. Staff Member
Jantz reported the agenda bill requesting authorization to submit the project is scheduled for the
September 12 City Council meeting. The subcommittee will work within the next couple of
weeks to complete the application for Ag Fees and submit on Friday September 29th.
4. PROGRAM/PROJECT UPDATES:
• City Council Talking Points - Member Lockhart, distributed a draft color copy of the "leave
behind" handout for Committee review. The Committee reviewed and suggested minor
revisions. The Committee will meet with the Council in December or January.
• Opportunistic Sand - Staff Member Jantz reported the permit application with the Coastal
Commission is tentatively scheduled for October 11, 2006. The remainder permits are with
State Lands Commission, Army Corps of Engineers, and the Regional Water Quality Control
Board.
• Summary of ICCE Conference - The conference was enjoyable, informative and highly
technical.
5. COMMITTEE MEMBER COMMENTS: Staff member Jantz indicated the City Council
Resolution stating interest in Sandag formulating the next regional beach nourishment project is
scheduled for the September 12, 2006 City Council meeting.
6. PUBLIC COMMENT: None
ADJOURNMENT/NEXT MEETING
By proper motion, the meeting was adjourned at 5:30 p.m. The next meeting of the Beach
Preservation Committee will be Tuesday, October 10, 2006 at 4:00 p.m. in the City of Carlsbad
