DATE OF MEETING: OCTOBER 10, 2006
TIME OF MEETING: 4:00 P.M.
CALL TO ORDER: The meeting was called to order at 4:00 p.m.
ROLL CALL:
Present Members: Ed Andrews, Bud Carroll, Dick Erhardt, Bill Gelfound, Mat Huff, and
Angela Lockhart
Absent Members: Matt Rocco
Guests: None
Staff: Steve Jantz and Deborah Lea
APPROVAL OF MINUTES: Minutes of the September 12, 2006 meeting were approved 6-0
(Gelfound/Lockhart).
1. AG MITIGATION FUND PROJECT: The Committee was updated on the progress of the
application for AG Mitigation funding for a potential beach nourishment project. Committee
member Erhardt indicated 16 proposals were submitted, most of which were lagoon oriented. Also
noted was a proposal for Area C which was not relevant to beach access or sand on beaches.
Committee member Carroll questioned competing proposal and what the subject matter was.
Committee member Erhardt outlined the proposal to build a "shell" at the end of Ocean Blvd. to
look at the ocean and noted the bill does not meet the sand/access criteria
2. SHORELINE PRESERVATION COMMITTEE: Committee member Erhardt provided a brief
summary of the Shoreline Preservation Committee meeting from October 5, 2006. Committee
members Erhardt, Gelfound, and staff member Jantz attended the meeting. Agenda from meeting
was passed to Committee. Some of the items on the agenda; 1) Funding Beach Replenishment
presentation by Dr. King; 2) SCOUP Program presentation by Chris Webb; 3) Legislative Update
by Steve Aceti - handout passed to Committee; 4) Nature Conservancy Update - handout passed
to Committee.
Staff member Jantz discussed the next Regional Beach Sand Project, stating that it is time to get
started on the next one. Coronado and San Diego cities did not pass resolution to support
Sandag taking a lead role in the next regional beach nourishment project. Coronado does not
need sand but will send forward resolution in support of. Staff member Jantz was not sure where
San Diego stood at this point.
Committee discussed how to get started on next sand project; How to get support? Where to go
next? Need to set up outline and strategies. Committee member Erhardt questioned how to
increase funding; taxes or parking fees? Staff member Jantz noted the Committee would need to
find new funding sources noting that it would not come from federal government. The project
would need to be discussed within local jurisdictions for start-up costs. Committee member
Gelfound discussed briefly how parking fees and other taxes pay for the beach nourishment in
New Jersey and noted how all levels of government were involved and concerned with beach
issues.
Staff member Jantz presented a slide show previously shown by Phil King. A few of the slides
discussed were:
• The beach is important to the majority of people surveyed
• Beaches were rated "not so good" to "poor"
• Public view of beaches rated over 20 years have stayed the same or gotten worse, not better
• According to surveys, there is a public distrust of Government
• 71 % of surveyors would pay a higher tax for better beaches - in support of taxes.

• California does not get much Federal funding - Staff member Jantz noted that there is not
much focus on the west coast as most of the catastrophes occurs on the east coast.
• Federal entitlements - Future money is not going to any beach programs
• Local governments finance beach nourishments
• Different ways the State finances nourishments; TOT tax, property tax, other dedicate funds -
Committee member Carroll questioned if City Council could pass an increase in TOT tax?
Staff member Jantz answered that it had to be voted on by the people. Committee member
Gelfound noted that TOT tax goes into general fund, not specifically to beaches. Need to fight
for money. Committee member Huff stated that the committee needs to get the City
representatives to acknowledge the importance of the beaches. Committee briefly discussed
options of parking fees, lot fees, TOT taxes and property tax.
3. PROGRAM/PROJECT UPDATES:
• City Council Talking Points - The Committee discussed different approaches and topics to
be discussed with City Council. Staff member Jantz mentioned the opportunity to finalize
strategies at next Committee meeting in November. Committee member Lockhart handed out
finalized Beach Preservation Committee flyer and requested any suggestions for changes. A
couple of items from the flyer were discussed. The Committee briefly discussed who would be
teaming up to talk with City Council regarding MOU's and Beach goals. Staff member Jantz
noted that by the next Committee meeting, everyone would need to agree on talking points,
which items were of most importance, and how to discuss them with City Council. Some
issues noted were: keeping pets off the beach, bluff issues, and lifeguard issues. Committee
member Lockhart noted that they need to get the beach set as a priority for a goal,
maintenance and enhancement, and then go from there. Committee member Andrews
countered that if the beach goal was too broad, nothing good would come of it and they
needed to be more specific.
Staff member Jantz discussed goal process and how it is delegated to staff members.
Committee discussed possibly sitting with City Manager individually for his reaction, prior to
going to Council.
• Opportunistic Sand - The Committee discussed the next steps in obtaining necessary
permit. Staff member Jantz noted that they were scheduled for Coastal Commission permit; it
was on consent and should go quickly, unless any issues needed to be discussed. The State
Lance Commission was also discussed and noted that was moving forward as well.
• Summary of CWO 06 Conference - The Committee discussed key points from the
conference a couple weeks ago. It was noted that Phil King talked about the Carlsbad study
and Chris Webb discussed Carlsbad in the Opportunistic Sand Program. Carlsbad was a
player in the conference.

By proper motion, the meeting was adjourned at 5:15 p.m. The next meeting of the Beach
Preservation Committee will be Tuesday, November 14, 2006 at 4:00 p.m. in the City of Carlsbad
Faratlay Administration Building, Room 173-A (1635 Faraday Avenue, Carlsbad, 92008).
