DATE OF MEETING: NOVEMBER 14, 2006
TIME OF MEETING: 4:00 P.M.
CALL TO ORDER: The meeting was called to order at 4:00 p.m.
ROLL CALL:
Present Members: Ed Andrews, Bud Carroll, Dick Erhardt, Bill Gelfound, Mat Huff, Angela
Lockhart, and Matt Rocco
Absent Members: None
Guests: Brittany, Claudio Fassardi, Brian Ketterer, and Denny Stofer
Staff: Steve Jantz and Deborah Lea
APPROVAL OF MINUTES: Minutes of the October 10, 2006 meeting were approved 7-0
(Gelfound/Lockhart).
1. CITY COUNCIL TALKING POINTS: The Committee briefly discussed and confirmed which
members would meet with City Council. It was noted each meeting would be approximately 15
minutes and would need to be organized through City Council Administrative Secretary.
Several ideas were discussed as possible topics to discuss with City Council including:
• Enhanced Management
• MOD with State for joint management/maintenance
• Long-term importation of sand as nourishment
• Seawall project
The Committee discussed in depth the importance of forming a relationship with the State. It was
noted the City is not united with the State. The Committee agreed the most important topic should
be building a relationship with the State through a MOD establishing a structure to allow each
agency to work together. After brief discussion regarding the City of Encinitas and their MOU with
the State, the Committee determined this is what should occur with the City of Carlsbad.
The Committee discussed and agreed the beach is the main attraction to residents and it is
necessary for City Council to take an interest. It is equally important to have City Manager
support. The Committee briefly discussed the process of City Council goals and how they are
passed on as staff goals.
The Committee discussed changes necessary to the Beach Preservation Committee flyer. Several
changes were made and Committee member Lockhart will provide an updated version to be
distributed to City Council at various meetings.
2. AG MITIGATION FUND PROJECT: The Committee was updated on the progress of the
application for AG Mitigation funding for a potential nourishment project. There are currently
16 proposals to be discussed at AG Mitigation Committee meeting on Saturday, November
18, 2006. Staff member Jantz to speak at meeting.
3. PROGRAM/PROJECT UPDATES:
• Opportunistic Sand: The Committee received a report discussing the status of the
resource agency permits. Staff member Jantz provided an update on permit process. Six
permits are needed and three have been obtained. Three permits are still in progress.
Staff member Jantz informed the Committee the City can start accepting sand on beaches
next week and the project can now be implemented. The Committee briefly discussed

current dredging of Batiquitos Lagoon. It was noted dredging sand from Agua Hedionda
Lagoon would not be a part of the Opportunistic Sand project.
4. COMMITTEE MEMBER COMMENTS: Committee member Erhardt noted the December 2006
meeting would be chaired by vice-chairperson in his absence.
5. PUBLIC COMMENT: None
ADJOURNMENT/NEXT MEETING
By proper motion, the meeting was adjourned at 5:30 p.m. The next meeting of the Beach
Preservation Committee will be Tuesday, December 13, 2006 at 4:00 p.m. in the City of Carlsbad
Faraday Administration Building, Room 173-A (1635 Faraday Avenue, Carlsbad, 92008).
