CALL TO ORDER: The meeting was called to order at 4:00 p.m. ROLL CALL: Present Members: Ed Andrews, Bud Carroll, Dick Erhardt, Mat Huff, Angela Lockhart, and Matt Rocco Absent Members: Bill Gelfound Guests: Claudio Fassardi, Denny Stoufer, Ray Duncan, Justin Barrios, Karina Paz, Toni Ross, Princess Ortiz, and Eduardo Contrarez Staff: Steve Jantz and Deborah Lea APPROVAL OF MINUTES: Minutes of the November 14, 2006 meeting were approved 5-0 (Carroll/Huff). 1. SHORELINE PRESERVATION COMMITTEE: Committee member Carroll and staff member Jantz attended Shoreline Preservation meeting on 12/7/06. Staff member Jantz provided a brief summary of the following: « Memorandum agreement with Coastal Commission to establish a formal structure to manage' funds for loss of public recreation beach impact mitigation fund. Sandag will manage and recommend disbursement of funds. • Regional Shoreline Monitoring Program and revised cost to perform monitoring. • Discussion on how to make smart decisions about beach nourishment, with focus on dynamics of waves/structures. • Regional Beach Replenishment - Discussion on moving forward on next regional beach sand project. It was noted there would be a possible 2008 ballot measure to ask taxpayers to support beach nourishment or increase of Transnet. The next Shoreline Preservation Committee meeting is scheduled for March 1, 2007. 2. 2007 GOALS AND OBJECTIVES PROGRAM: The Committee briefly discussed their 2007 Goals and Objectives Program agreeing to review 2006 goals and discuss further at January 9, 2007 meeting. 3. PROGRAM/PROJECT UPDATES: • City Council Talking Points: The Committee discussed the outcome of meetings with City Council members as well as the continued planning of forthcoming meetings. Committee member Huff provided a brief description of meeting with City Council member Ann Kulchin. It was noted the meeting was positive, with discussion on repairing the relationship with the State. Also discussed was the addition of beach preservation as one of the Council goals for 2007. A copy of the MOD with the City of Encinitas was provided at meeting and received with positive feedback. Committee member Carroll advised that an attempt was made to schedule a meeting with City Council member Packard but has not been successful yet. Committee member Carroll also provided an update on conversation with Council member Sigafoose. A lunch meeting is to be scheduled. The committee briefly discussed lifeguard issues the City Council has, including liability and budget issues. There was some discussion as to how other cities operate lifeguard duties and previous experience with liability issues. BEACH PRESERVATION COMMITTEE Minutes of December 12, 2006 Page 2 4. PROGRAM/PROJECT UPDATES: • AG Mitigation Funding: Committee member Erhardt updated the Committee on the status of the AG Mitigation funding program. The BPC proposal for $1.5 million was submitted and the AG Committee is recommending full funding for beach projects. Staff member Jantz provided updates on other City projects that were approved and denied. • Opportunistic Sand: Staff member Jantz updated the Committee on the permit application process, as well as the possibility of beach nourishment in early 2007. It was noted the City Council approved a lease agreement with the State Lands Commission. Four permits have been obtained: State Parks and Recreation, City of Carlsbad, California Coastal Commission, and State Lands Commission. Permits are still pending from Army Corp of Engineers and Regional Water Quality Control Board. Staff member Jantz noted that beach nourishment can now be done on South Carlsbad beaches to a certain extent. All permits should be received in approximately 30 days. 5. COMMITTEE MEMBER COMMENTS: None 6. PUBLIC COMMENTS: Guest Ray Duncan provided the Committee with a brief update on City of Oceanside projects, including bridge construction, contract with consultant to assess beach facilities, aquatics facilities, and various road projects. ADJOURNMENT/NEXT MEETING By proper motion, the meeting was adjourned at 5:05 p.m. The next meeting of the Beach Preservation Committee will be Tuesday, January 9, 2007 at 4:00 p.m. in the City of Carlsbad Faraday Planrfirig Library (1635 Faraday Avenue, Carlsbad, 92008). DEBORAH LE/ Office Specialist BEACH PRESERVATION COMMITTEE 2006 GOALS & OBJECTIVES MISSION STATEMENT: It shall be the Mission of the City of Carlsbad Beach Preservation Committee to advise the City Council and the City Manager on matters related to the protection and enhancement of the Carlsbad shoreline and to study the best means to maintain beaches for the optimum enjoyment of the public. GOAL 1 Recognizing the overwhelming impact the beaches have on the economic health of the city, the Committee shall do the following to encourage the city to take a more active role in the management of one of its most valuable assets: its beaches. OBJECTIVES • Report to the City, via a PowerPoint presentation, the recently completed Economic Study of the Carlsbad Beaches by Dr. Philip King. This study illustrates the overwhelming economic benefits the beaches provide to the local community, and subsequently the economic health of the City. • Encourage the City to take a more active role in the management of this very valuable resource by developing a "Memorandum of Understanding" with the State of California that would allow the City to take a over the active management of the beaches (except the South Carlsbad State Park portion of the beach) thru such activities as beach maintenance, life guarding, access and safety. GOAL 2 Create and participate in public outreach opportunities. OBJECTIVES • Prepare a PowerPoint presentation describing the Carlsbad beaches and the work done in the past on sand replenishment. The presentation would include the Dr. King data showing the public usage and the economic benefits the beaches provide the local community. • Present the presentation to local community groups such as the Carlsbad Convention and Visitors Bureau, Carlsbad Chamber of Commerce, Carlsbad Village business groups, service clubs, etc. • Distribute printed materials to inform and educate the public on the business of the Beach Preservation Committee. • Prepare an informational text document about the local beaches and post on the City's website. • Participate in community fairs and other public forums to increase awareness of the beach and shoreline preservation efforts of the Beach Preservation Committee. • Develop a school campaign to educate children on the importance of beach and shoreline protection. • Develop a Public Education Video on beach preservation and beach quality. BEACH PRESERVATION COMMITTEE - 2006 GOALS & OBJECTIVES Page 2 GOAL 3 Evaluate and develop potential programs to provide funding for beach nourishment and shoreline protection projects. OBJECTIVES • Monitor SANDAG's Shoreline Preservation Committee efforts to investigate various funding opportunities for beach nourishment and sand retention. • Investigate opportunities to obtain local, state & federal funding, including the Army Corps of Engineers, for beach nourishment and sand retention projects. • Monitor the Ag Mitigation Committee during their development of criteria for application of Ag Mitigation Fee funds. Develop a beach enhancement project in order to submit for consideration for potential use of Ag Mitigation Funding. GOAL 4 Evaluate the potential benefits to the City of Carlsbad, both financially and environmentally, from the implementation of alternative sand retention facilities/methods along the coastline. OBJECTIVE • Investigate and research various types of sand retention projects constructed nationally and internationally. • Monitor ACE Section 227 projects off the Southern California coastline. • Complete the permitting for the Carlsbad Opportunistic Sand Program. GOAL 5 Maintain liaison, monitoring, and study efforts to stay current on all activities related to shoreline erosion and beach nourishment. OBJECTIVES • Monitor the activities of the San Diego Association of Governments (SANDAG) Shoreline Preservation Committee, including offshore monitoring programs and beach sand projects. • Meet and coordinate efforts with government agencies and citizen groups who are interested in beach nourishment and shoreline protection. • • Support and participate in the activities of the California Shore and Beach Preservation Association (CSBPA) and other related organizations. • Monitor and comment on future Encina Power Plant activities that may have an impact on shoreline erosion including their annual and long-term program to dredge the Agua Hedionda Lagoon. Make recommendations as to placement of the dredge materials. • Monitor the development of the Buena Vista Lagoon Management Plan for the potential of depositing the dredged sand on the local beaches. GOAL 6 Monitor and improve sand quality as it relates to: • Storm water runoff and urban pollution; and • Organic material including dog/pet waste.
