DATE OF MEETING: JANUARY 9, 2007
TIME OF MEETING: 4:00 P.M.
CALL TO ORDER: The meeting was called to order at 4:00 p.m.
ROLL CALL:
Present Members: Ed Andrews, Bud Carroll, Dick Erhardt, Bill Gelfound, Mat Huff, Angela
Lockhart, and Matt Rocco
Absent Members: None
Guests: Claudio Fassardi
Staff: Steve Jantz and Deborah Lea
APPROVAL OF MINUTES: Minutes of the December 12, 2006 meeting were approved 6-0
(Carroll/Andrews).
1. 2007 GOALS AND OBJECTIVES PROGRAM: The Committee discussed in detail priority items
for their 2007 Goals and Objectives Program. It was agreed by the Committee that the MOD with
the State of California should be the number one goal and that the Committee would determine
what enhancement objectives would be.
Committee members discussed additional lobbying goal to be added to list of goals, involving
different organizations and public involvement.
After review of the 2006 Goals and Objectives, the committee discussed the reorganization of goal
priorities, adding and deleting items as they pertain to 2007. Staff member Jantz agreed to draft
2007 Goals and Objectives list and email to Committee members for review and comment.
2. 2007/08 BPC BUDGET: The Committee briefly discussed their 2007/08 proposed budget
request. Staff member Jantz provided an overview to the newer committee members on how the
budget process worked, what programs were included, and how the funds were distributed
3. PROGRAM/PROJECT UPDATES: None
4. COMMITTEE MEMBER COMMENTS: The Committee discussed the outcome of recent
meetings with City Council members; Committee members met with Council members Hall,
Packard, Kulchin, Sigafoose, and Mayor Lewis, all with positive results. It was noted that Council
member Packard had concerns about staff tasks and would like specific details so he is prepared
to respond to any questions or concerns. The question was also raised as to what "Beach
Management" referred to? The committee discussed the definition of beach management and
composed a list of several categories that would fall under umbrella including; Dogs, water quality,
safety, restrooms, trash coordination, slope maintenance, sand replenishment, lifeguards, beach
cleanup, and code enforcement.

ADJOURNMENT/NEXT MEETING
By proper motion, the meeting was adjourned at 5:35 p.m. The next meeting of the Beach
Preservation Committee will be Tuesday, February 13, 2007 at 4:00 p.m. in the City of Carlsbad
Faraday Administration Building, Room 173-A (1635 Faraday Avenue, Carlsbad, 92008).

2006 GOALS & OBJECTIVES
MISSION STATEMENT:
It shall be the Mission of the City of Carlsbad Beach Preservation Committee to advise the City Council and
the City Manager on matters related to the protection and enhancement of the Carlsbad shoreline and to study
the best means to maintain beaches for the optimum enjoyment of the public.
GOAL 1 Recognizing the overwhelming impact the beaches have on the economic health of the city,
the Committee shall do the following to encourage the city to take a more active role in the
management of one of its most valuable assets: its beaches.
OBJECTIVES
• Report to the City, via a PowerPoint presentation, the recently completed Economic
Study of the Carlsbad Beaches by Dr. Philip King. This study illustrates the
overwhelming economic benefits the beaches provide to the local community, and
subsequently the economic health of the City.
• Encourage the City to take a more active role in the •management of this very valuable
resource by developing a "Memorandum of Understanding" with the State of California
that would allow the City to take a over the active management of the beaches (except the
South Carlsbad State Park portion of the beach) thru such activities as beach
maintenance, life guarding, access and safety.
GOAL 2 Create and participate in public outreach opportunities.
OBJECTIVES
• Prepare a PowerPoint presentation describing the Carlsbad beaches and the work done
in the past on sand replenishment. The presentation would include the Dr. King data
showing the public usage and the economic benefits the beaches provide the local
community.
• Present the presentation to local community groups such as the Carlsbad Convention
and Visitors Bureau, Carlsbad Chamber of Commerce, Carlsbad Village business
groups, service clubs, etc.
• Distribute printed materials to inform and educate the public on the business of the
Beach Preservation Committee.
• Prepare an informational text document about the local beaches and post on the City's
website.
• Participate in community fairs and other public forums to increase awareness of the
beach and shoreline preservation efforts of the Beach Preservation Committee.
• Develop a school campaign to educate children on the importance of beach and
shoreline protection.
• Develop a Public Education Video on beach preservation and beach quality.

GOAL 3 Evaluate.and develop potential programs to provide funding for beach nourishment and
shoreline protection projects.
OBJECTIVES
• Monitor SANDAG's Shoreline Preservation Committee efforts to investigate various
funding opportunities for beach nourishment and sand retention.
• Investigate opportunities to obtain local, state & federal funding, including the Army
Corps of Engineers, for beach nourishment and sand retention projects.
• Monitor the Ag Mitigation Committee during their development of criteria for application
of Ag Mitigation Fee funds. Develop a beach enhancement project in order to submit for
consideration for potential use of Ag Mitigation Funding.
GOAL 4 Evaluate the potential benefits to the City of Carlsbad, both financially and environmentally,
from the implementation of alternative sand retention facilities/methods along the coastline.
OBJECTIVE
• Investigate and research various types of sand retention projects constructed nationally
and internationally.
• Monitor ACE Section 227 projects off the Southern California coastline.
• Complete the permitting for the Carlsbad Opportunistic Sand Program.
GOAL 5 Maintain liaison, monitoring, and study efforts to stay current on all activities related to
shoreline erosion and beach nourishment.
OBJECTIVES
• Monitor the activities of the San Diego Association of Governments (SANDAG)
Shoreline Preservation Committee, including offshore monitoring programs and beach
sand projects.
• Meet and coordinate efforts with government agencies and citizen groups who are
interested in beach nourishment and shoreline protection.
• Support and participate in the activities of the California Shore and Beach Preservation
Association (CSBPA) and other related organizations.
• Monitor and comment on future Encina Power Plant activities that may have an impact
on shoreline erosion including their annual and long-term program to dredge the Agua
Hedionda Lagoon. Make recommendations as to placement of the dredge materials.
• Monitor the development of the Buena Vista Lagoon Management Plan for the potential
of depositing the dredged sand on the local beaches.
GOAL 6 Monitor and improve sand quality as it relates to:
• . Storm water runoff and urban pollution; and
• Organic material including dog/pet waste.

FY 2007/08 Budget Request
Total Request - $77,150
Offshore Profile Monitoring - $25.000
The Committee has been conducting Beach Profile Surveys twice annually since 1987. For FY 07/08, the fee to continue the
beach profile monitoring is estimated at $25,000 - an increase of $2,000 over previous years due to projected increased costs.
SANDAG Offshore Profile Monitoring - $18,000
The City of Carlsbad has supported SANDAG's Regional Offshore Profile and Monitoring Program for the past seven years
The SANDAG Shoreline Preservation Committee approved the reallocation of the financial commitment of the coastal cities
in San Diego County. Carlsbad's share is now $15,012 and will be invoiced after the start of the fiscal year. An additional
$2,988 is requested to fund contributions for unanticipated additional regional studies as they relate to the Regional Beach
Sand Project.
Coastal Consultant Services - $25.000
The Committee is anticipating the need for consulting services from a coastal engineering firm for advice and/or the
preparation of a specific report relative to issues along the coastline.
CalCoast Membership Dues - $4.000
The City of Carlsbad is a member of CalCoast and estimates the 2007/08-membership fee will be $4,000.
ASBPA Membership Dues - $800
The City pays for the yearly membership fees to ASBPA for each Committee member and city staff.
CSBPA Annual Conference - $3.575
The Annual CSPBA Conference is typically scheduled for late summer/early fall each year with a yet be determined location
in southern California. The following is an estimate of typical conference fees based on previous expenditures for one (1)
city staff member and two (2) BPC members:
