DATE OF MEETING: FEBRUARY 13, 2007
TIME OF MEETING: 4:00 P.M.
CALL TO ORDER The meeting was called to order at 4:00 p m.
ROLL CALL:
Present Members: Ed Andrews, Bud Carroll, Dick Erhardt, Bill Gelfound, Mat Huff, Angela
Lockhart, and Matt Rocco
Absent Members None
Guests. Brian Ketterer
Staff: Steve Jantz and Deborah Lea
APPROVAL OF MINUTES: Minutes of the January 9, 2007 meeting were approved 7-0
(Lockhart/Gelfound).
1. 2007 GOALS AND OBJECTIVES PROGRAM: The Committee discussed and approved their
2007 Goals and Objectives Program, with brief discussion on the importance of getting the
word out to the public about beach nourishment and preservation. Committee member
Gelfound suggested the need for a coalition between the City Council and Chamber of
Commerce and creating a partnership between the Committee and City Council.
The Committee discussed the assignment of specific goals and agreed on the following
assignments:
• Goal 1 - Matt Huff, Dick Erhardt
• Goal 2 - Matt Huff, Bud Carroll
• Goal 3 - Bill Gelfound
« Goal 4 - Angela Lockhart, Bill Gelfound, Matt Rocco
• Goal 5 - Matt Huff
• Goal 6 - Bud Carroll
The Committee discussed next steps in the goal process and seeking City Council assistance,
including possible video production, media outlet, and brochure publications. The Committee had
a general discussion on what the message needs to be and how to approach City Council. Staff
member Jantz discussed a brief meeting with Public Works Director, Glenn Pruim, in regards to
goal setting and how to develop goals. Committee member Gelfound briefly discussed outcome of
meeting with City Manager, Ray Patchett, in regards to funding issues.
Staff member Jantz requested a presentation from Committee to take to Hi-Noon Rotary meeting
in June. Committee member Lockhart agreed to assist with this project.
A golf course tour was discussed with Committee and agreed to be held in lieu of the March
meeting and will meet at Faraday building on March 13, 2007.
2. PROGRAM/PROJECT UPDATE:
» AG Mitigation Fund Project: The Committee briefly discussed upcoming City Council
meeting with regards to projects and possible questions. Staff member Jantz discussed
opportunity to have SANDAG take over project on a regional basis, which would require a
new economic study. Committee discussed whether to take on project alone or as part of
a region and who the key players are in the region. The Committee briefly discussed the
outcome of the SANDAG convention and the results to the polling on beach nourishment
Staff member Jantz suggested enlisting the help of SANDAG to put more of a priority on
beach issues.

• Staff member Jantz informed Committee on Batiquitos Lagoon dredging, with regards to
permit updates and next steps to be taken Committee was also updated on Buena Vista
Lagoon, notice of prep and upcoming scoping meeting
• Opportunistic Sand The Committee briefly discussed direction of future funding options
for project Staff member Jantz updated the Committee on permit progress and next steps
to be taken in acquiring permits
3 COMMITTEE MEMBER COMMENT: The Committee discussed lack of enforcement of City
ordinances and possible ways to focus attention on city and state issues Committee member
Carroll informed committee of recent issue with Oceanside residents bringing their dogs to
Carlsbad beaches and lack of enforcement within the city limits It was agreed that now is the
time to focus on environmental issues, focus on enforcement, and re-circulate past data written by
Committee member Carroll

By proper motion, the meeting was adjourned at 5 30 p m The next meeting of the Beach
Preservation Committee will be Wednesday, March 14, 2007 at 2 00 p m in the City of Carlsbad

2007 GOALS & OBJECTIVES
MISSION STATEMENT:
It shall be the Mission of the City of Carlsbad Beach Preservation Committee to advise the City Council
and the City Manager on matters related to the protection and enhancement of the Carlsbad shoreline
and to study the best means to maintain beaches for the optimum enjoyment of the public.
GOAL 1 Recognizing the overwhelming impact the beaches have on the economic health of the city,
the Committee shall do the following to encourage the city to take a more active role in the
management of one of its most valuable assets: its beaches
OBJECTIVES
• Assist the City Council in developing a "Memorandum of Understanding" with the State
of California Department of Parks and Recreation that would allow the City to take a
more active role in the management of the local beaches.
• Work with the staff of the California Department of Parks and Recreation to establish a
Beach Management Plan with the intent of identifying current activities (ic safety
programs, maintenance activities, etc.) and proposing future activities or enhancements
for the improvement of the Carlsbad coastline.
GOAL 2 Develop and pursue beach nourishment and shoreline protection projects
OBJECTIVES
• Actively participate in and monitor SANDAG's Shoreline Preservation Working Group
and member cities efforts to secure funding opportunities for beach nourishment and sand
' retention.
• Apply the funds from the Ag Mitigation Committee to a localized beach nourishment
project.
• Investigate and research various types of sand retention projects construction nationally
and internationally
• Pursue funding opportunities to purchase beach quality sand material for the Carlsbad
Opportunistic Sand Program
• Investigate opportunities to obtain local, state & federal funding, including the Army
Corps of Engineers, for beach nourishment and sand retention projects
• Monitor state legislation that would provide funding for beach nourishment and
enhancement projects

GOAL 3 Ensure local, state and federal legislative bodies are engaged in the promotion and funding of
local beaches
• Meet with local, state and federal political representatives to discuss the importance of
the local coastline from an environmental and economic standpoint Emphaisze the
need to continue funding beach related activities such as beach replenishment, public
safety, hfequards and beach enhancements
• Investigate opportunities to obtain local, state and federal funding, including the Army
Corps of Engineers, for beach nourishment and sand retention projects
• Monitor state legislation that would provide funding for beach nourishment and
enhancement projects.
GOAL 4 Create and participate in public outreach opportunities
OBJECTIVES
• Prepare a PowerPoint presentation describing the Carlsbad beaches and the work done
in the past on sand replenishment. The presentation would include data from the
recently complete "Carlsbad Beach Economic Study" showing the public usage and the
economic benefits the beaches provide the local community
• Present the presentation to local community groups such as the Carlsbad Convention
and Visitors Bureau, Carlsbad Chamber of Commerce, Carlsbad Village business
groups, service clubs, etc
• Prepare printed materials to inform and educate the public on the business of the Beach
Preservation Committee.
Participate in community fairs and other public forums to increase awareness of the
beach and shoreline preservation efforts of the Beach Preservation Committee
Develop a school campaign to educate children on the importance of beach and
shoreline protection.
Develop a Public Education Video on beach preservation and beach quality

GOAL 5 Maintain liaison, monitoring, and study efforts to stay current on all activities related to
shoreline erosion and beach nourishment.
OBJECTIVES
• Monitor the activities of the San Diego Association of Governments (SANDAG)
Shoreline Preservation Working Group, including offshore monitoring programs and
beach sand projects.
• Meet and coordinate efforts with government agencies and citizen groups who are
interested in beach nourishment and shoreline protection.
• Support and participate in the activities of the California Shore and Beach Preservation
Association (CSBPA) and other related organizations.
• Monitor and comment on future Encina Power Plant activities that may have an impact
on shoreline erosion including their annual and long-term program to dredge the Agua
Hedionda Lagoon. Make recommendations as to placement of the dredge materials.
• Monitor the future maintenance dredging of the Batiquitos Lagoon and encourage the
material to be placed on Ponto Beach.
• Monitor the development of the Buena Vista Lagoon Management Plan for the potential
of depositing the dredged sand on the local beaches.
GOAL 6 Monitor and improve sand quality as it relates to:
• Storm water runoff and urban pollution; and
• Organic material including dog/pet waste.
