CALL TO ORDER The meeting was called to order at 4 00 p m. ROLL CALL: Present Members: Ed Andrews, Bud Carroll, Dick Erhardt, Bill Gelfound, Mat Huff, and Angela Lockhart Absent Members Matt Rocco Guests Claudio Fassardi and Alex Rager Staff: Steve Jantz and Deborah Lea APPROVAL OF MINUTES: Minutes of the February 13 and March 14, 2007 meetings were approved 6-0 (Gelfound/Lockhart) 1 SHORELINE PRESERVATION WORKING GROUP: Committee member Lockhart gave a summary on topics of meeting from March 1, 2007: • Last year, the Shoreline Preservation Committee was changed to Shoreline Preservation Working Group (SPWG) It was noted there was some frustration with the reporting structure of the SPWG and how that would impact the effectiveness of the group • An update was given on the future work efforts of Sandag staff to Regional Planning Group (RPG) relative to coastal issues and projects Staff Member Jantz noted the Working Group discussed regularly attending future RPG meetings and encouraging local Council Members make presence at future meetings. • Committee briefly discussed the outcome of the topic of Regional Beach Sand Replenishment, cost benefit analysis, and what steps need to be taken next. • Brief discussion on management plan development for San Diego region, general scope of work added to agenda 2. PROGRAM/PROJECT UPDATES: • Goals Progress Reports - Committee briefly discussed goal updates and future progress reports Committee member Andrews met with Council members Hall and Packard and has appointment to meet with City Manager staff to obtain clarification on City Council's Beach Preservation goal • Committee member Lockhart advised Committee on upcoming Beach Preservation presentation to be given at Hi-Noon Rotary meeting in June along with other possible events such as Public Works Citizens' Academy and 23rd Annual California Coastal Cleanup Day • Committee member Gelfound inquired on interest in resurrecting slope project that Committee member Andrews had started five years ago and a possible tour of the Tamarack slope. Committee discussed set-backs of project including types of vegetation and irrigation issues 3. COMMITTEE MEMBER COMMENTS: • Committee member Erhardt discussed a class recently attended which focused on how to ask for money, establish non-profit boards and fundraising possibilities, and community connection. Handouts were given and briefly discussed • Committee discussed possible funding for projects such as beach nourishment and slope planting. Staff member Jantz advised the Committee to define the project prior to asking for the funding. • Committee member Carroll distributed a letter in regards to the Buena Vista Lagoon study. The Committee discussed various alternatives for the "dying lagoon" such as, fresh water, salt water, or split the lagoon keeping the east side of I-5 as freshwater and turning the west side of I-5 into saltwater The Committee discussed the upcoming public meeting on April 18, 2007, which will ask for comments from the public prior to starting study The Committee discussed topics relating to the lagoon including the purpose of a lagoon, impact of a jetty, and diversity between salt and freshwater BEACH PRESERVATION COMMITTEE Minutes of April 10, 2007 Page 2 4. PUBLIC COMMENT: Guest Claudio Fassardi provided a brief overview of presentation to be given at SANDAG meeting on May 3, 2007, pertaining to the last beach replenishment project in 2001. The presentation will describe what the project was about, what was learned, and what steps are to be taken.
