DATE OF MEETING: June 12, 2007
TIME OF MEETING: 4:00 P.M.
CALL TO ORDER: The meeting was called to order at 4:10 p.m.
ROLL CALL:
Present Members: Ed Andrews, Bud Carroll, Dick Erhardt, Bill Gelfound, Mat Huff, Matt
Rocco, and Angela Lockhart
Absent Members: None
Guests: Claudio Fassardi and Ed Forbes
Staff: Steve Jantz and Belinda Guzman
APPROVAL OF MINUTES: Minutes of the May 8, 2007 meeting were approved 6-0
(Gelfound/Lockhart).
1. CARLSBAD SEAWALL SLOPE RE-VEGETATION PROJECT: Committee Member
Andrews provided a brief update on the proposed Carlsbad Seawall Slope Re-vegetation
Planting Project. Member Andrews indicated he and Member Lockhart met with Ray Patchett
to explain the project and request his concurrence and support.
Member Andrews, Lockhart, Erhardt and staff member Jantz have attended meetings with
State Parks (Denny Stouffer and Darren Smith). After discussion, the group determined the
next steps are to develop a project statement, purpose, scope, define tasks and
responsibilities, and investigate potential funding grant opportunities. Member Huff asked if
Ag Mitigation was a possible funding source and suggested talking to the Batiquitos Lagoon
Foundation, who has had lots of experience with planting projects. Staff Member Jantz
suggested grants as a possible funding source.
The next meeting is scheduled for June 20, 2007 at 1:30 at State Parks and Recreation Office
in Carlsbad. Member Huff volunteered to join Member Andrews and Staff Member Jantz on
the sub-committee for this project.
Member Gelfound suggested using state and county prisoners for the re-vegetation project,
as the State of New Jersey did in an effort to reduce costs. Guest Claudio Fasardi was
asking if using prisoners was a liability issue. Member Rocco suggested a liability release.
Member Carroll asked if reclaimed water would be used.
2. REGIONAL BEACH SAND PROJECT UPDATE: Staff member Jantz briefed the Committee
on the status of the next Sandag Regional Beach Sand Project. Directors approved a
resolution allowing SANDAG staff to move forward on the preparation of an economic
feasibility study for regional beach replenishment. The funding application to the state must
include a resolution of fiscal support from the regional governing body to compete for funding
from the California Department of Boating and Waterways.
Committee Members are encouraged to attend the July 12, 2007 Shoreline Preservation
Working Group meeting at SANDAG office in San Diego beginning at 11:30.
3. PUBLIC OUTREACH UPDATE: Committee member Lockhart provided an update on the
Committee's Public Outreach Program and development of handout materials. The
Committee approved a 7-0 motion (Gelfound/Carroll) to accept the proposal from Marilyn
Campbell for the proposed Beach Preservation educational color brochure. The Committee
discussed what subjects could be highlighted in the brochure and that it was very important to
determine quantities carefully keeping in mind how and where it will be distributed. Member
Lockhart mentioned it will be distributed at special events, such as the Citizen's academy,

Coastal Clean Up Days and other community events. It would be important to measure the
achievement or success of the brochure and a marketing plan would be next steps. The BPC
Committee has been invited to have a short presentation at the upcoming Citizen's Academy.
4. CHAIR/VICE-CHAIR: By a 7-0 vote (Carroll/Rocco) the Committee appointed Angela
Lockhart as the new Chair and Matt Huff as the Vice-Chair.
5. PROGRAM/PROJECT UPDATES:
GIS Mapping Layers - Member Huff briefed the Committee on a proposal to identify
coastal assets in GIS format to create a database of useful beach related
information. Member Gelfound thought the GIS Mapping Layers could be helpful in
the Re-vegetation project.
• Carlsbad - Staff member Jantz provided a draft Memorandum of Understanding
(MOU) between Carlsbad and the State for the purpose of establishing a Joint
Advisory Team.

By proper motion, the meeting was adjourned at 5:30 p.m. The next meeting of the Beach
Preservation Committee will be Tuesday, July 10, 2007 at 4:00 p.m. in the City of Carlsbad Faraday
Administration Building, Room 173-A (1635 Faraday Avenue, Carlsbad, 92008).
