DATE OF MEETING: July 10, 2007
TIME OF MEETING: 4:00 P.M.
CALL TO ORDER: The meeting was called to order at 4:05 p.m.
ROLL CALL:
Present Members: Ed Andrews, Bud Carroll, Dick Erhardt, Bill Gelfound, Matt Rocco, and
Angela Lockhart
Absent Members: Mat Huff
Guests: Ed Forbes, Claudio Fassardi, and Brian Ketterer
Staff: Steve Jantz, Belinda Guzman, and Jayme Foster
APPROVAL OF MINUTES: Minutes of the June 12, 2007 meeting were approved 5-0
(Gelfound/Carroll).
1. CARLSBAD SEAWALL SLOPE PLANTING PROJECT: Committee Member Andrews
provided an update on the Carlsbad Seawall Slope Planting Project. Andrews briefed the
Committee on the concept shift the project has now taken.
During a meeting with the State Parks and Recreation office, Member Andrews, Huff and
Jantz discussed the need to restore the slope back to its natural terrain. Bare bluffs with
crispy looking plants, not flowering all the time, with no irrigation, will revitalize the slope. An
example of what it would look like is located between Tamarack and Oak. Photos by Darren
Smith were passed around.
Andrews emphasized a two prong approach to the project.
• Californians are not acquainted with the natural habitat and the critters that will be
present. The need for Public Outreach to explain the need to return the slope to its
natural terrain will be vital to the project.
• The State is ready to implement the project but the BPC work in conjunction with the
State so that we may continue to participate.
The Committee must get a progress report scheduled to be presented and passed to the
council. Grants and Funds are needed to continue this project. The Committee will put
together a proposal to go to the Agriculture Fund and the Coastal Conservation for funds. An
Agenda Bill will be prepared and presented at the next meeting August, 22nd at 10:00am.
2. PUBLIC OUTREACH UPDATE: Staff member Jantz, Committee Chair Lockhart provided an
update on the Committee's Public Outreach programs and materials. Marilyn Campbell has
been hired to provide a brochure for Public Outreach programs. In a meeting prior to this
Committee meeting Jantz, Lockhart and Campbell discussed the needs of the brochure. A
rough draft will be expected by the Committee the 2nd week of August.
Jantz and Lockhart also discussed the October Citizen's Academy. A time will be scheduled
for the Committee to present a Power Point presentation. The same presentation will be
given to the Rotary, September 9th.
3. CARLSBAD/STATE BEACH MOU: The Committee considered the processing
Memorandum and Understanding between the city and the California Department of Parks
and Recreation.
A lengthy discussion was had about how many members the Committee would like on the
MOU Committee. Member Gelfound voiced his opinion for 3 or more members of the Beach
Preservation Committee being on the MOU Committee. Member Erhardt suggested all or

more than half of the Beach Preservation Committee is on the MOU Committee. Member
Carroll explained his view on having three BPC members on the MOU Committee. This
would guide the City/State on beach items; Carroll insists that we must have adequate
representation. Member Rocco stated that because the MOU does not only apply to the
beach that the word "uplands" be removed from the MOU paragraph C of the MOU document
or it opens up the MOU to all departments. Rocco is concerned with the determined number
of six positions for City/State and BPC. He suggested one BPC member on a rotating basis
should be enough. The Committee did not agree with the rotation idea. Staff member Jantz
recommended that with only six spots anymore than one would be overkill. Guest Ketterer
from the State suggested the spots of: Public Works Director (Encinitas), Public Works
Director (Carlsbad), Parks and Recreation (Encinitas), City Manager (Carlsbad), Planner
(Encinitas), Parks and Recreation (Carlsbad), and, because Encinitas does not have a Beach
Preservation Committee, one spot to the BPC. This would add one position which would
create a Collaborative Management Team and help with voting. Adding another person was
agreed by the committee.
The motion of presenting the MOU with said changes was approved 6-0 (Erhardt/Gelfound).
Staff Member Jantz recommended that in August the Committee should meet individually with
the Council Members to educate them on all aspects of the MOU, Jantz suggested setting up
meetings through Marilyn and to leave the provided "Fact Sheets" with the Council Member.
In August, a discussion will be held to assign Council members to Committee members. The
Agenda Bill will be presented to City Council during the first or second meeting in September.
4. PROGRAM/PROJECT UPDATES: At the August meeting, a mid year check in for the Goals
Progress will be discussed. This will provide insight to the progress of the Goals, how to
achieve some ground and maybe reassigning goals to further their growth.
5. COMMITTEE MEMBER COMMENTS: Member Erhardt discussed how the Adopt a Beach
program worked and if it would benefit the City in anyway. Guest Ketterer suggested he
speak with the city of venture on the details.
6. PUBLIC COMMENT: Guest Ed Forbes mentioned his displeasure about the closing of the
beach access areas during the City's Triathlon. Guest Brian Ketterer explained the triathlon
race path and how it was necessary to close the stairways.
ADJOURNMENT/NEXT MEETING
By proper motion, the meeting was adjourned at 5:10 p.m. The next meeting of the Beach
Preservation Committee will be Tuesday, August 14, 2007 at 4:00 p.m. in the City of Carlsbad
Faraday Administration Building, Room 173-A (1635 Faraday Avenue, Carlsbad, 92008).
