DATE OF MEETING: September 11, 2007
TIME OF MEETING: 4:00 P.M.
CALL TO ORDER: The meeting was called to order at 4:02 p.m.
ROLL CALL:
Present Members: Ed Andrews, Dick Erhardt, Bill Gelfound, Matt Rocco, Matt Huff and
Angela Lockhart
Absent Members: Bud Carroll
Guests: Brian Ketterer, Ray Duncan
Staff: Steve Jantz and Jayme Foster
APPROVAL OF MINUTES: Minutes of the July 10, 2007 meeting were approved 6-0 (Erhardt, Huff).
1. CARLSBAD SEAWALL SLOPE PLANTING PROJECT: Committee chair Lockhart provided
a brief summary of the meeting with the State environmentalist on August 20, 2007. During
the meeting the official title of the project, The Bluff Restoration Plan for Frazee State
Beach area at Carlsbad State Beach was decided on. Also, Committee chair Lockhart
along with Darren Smith provided a rough draft of the preliminary report. Committee member
Erhardt asked for very specific data, cost, project specifications, and examples of what the
finished product will look like, which Committee chair Lockhart responded the information will
be available soon. Committee chair Huff requested a copy of the preliminary report at which
Staff member Jantz asked Huff wait until next meeting. There is a meeting with Darren Smith
on September 26 to finalize more details.
2. PUBLIC OUTREACH UPDATE:
• Committee member Lockhart will provide an update on the Committee's Public Outreach
program and materials. Lockhart and Jantz met with Marilyn Campbell and commented on
the text of the document. The brochure has now been handed over to Tera Torburn for
design layout and graphics. Committee member Lockhart hopes to have a final rough draft to
present at the next meeting.
• Staff member Jantz spoke about his Beach Presentation given the previous day to the Hi
Noon Rotary at the Hilton Garden Inn. This presentation is ideal to present to various groups
to raise awareness of Beach Preservation. The presentation is divided into four sections:
Coastal Dynamics, Beach Replenishment, Who's Responsible, and Beach Economics. Each
section may be its own presentation. Jantz asked the committee to find groups to present to.
Committee member Huff discussed the idea of getting the presentation on air or the internet.
Lockhart responded that the idea has been presented before to Val Brown, and her concerns
where that we need an underlining theme, or message. Staff member Jantz suggested we try
again and asked Committee member Gelfound to ask Val about a grant to fund it.
3. CARLSBAD/STATE BEACH MOU: Staff member Jantz updated the committee on the
progress of the processing of the draft Memorandum of Understanding between the City and
the California Department of Parks and Recreation. The MOU wording has been finalized by
Jane Mobaldi at the City Attorney's Office. An agenda bill will be ready to present, if it is
approved, during the first few weeks in October. If it is not approved, Jantz suggested the
committee speak directly with the council to find out why and to raise awareness. Staff
member Jantz will keep the committee up to date on the progress via email as suggested by
Committee member Huff.
4. SHORELINE PRESERVATION WORKING GROUP: Committee member Erhardt reported
the Shoreline Preservation Working Group meeting of September 6, 2007 was cancelled.
Staff member Jantz summarized Sandag has asked all the cities and councils to approve a

MOA so Sandag is the lead agency on the next Regional Beach Sand Project. This is
moving forward with an agenda bill on September 25, to secure our prorated portion of the
costs for the preliminary work. Sandag also wants a commitment for action that will take
place in April 2008. Jantz is attempting to get the funding through the Ag Mitigation fund for
Carlsbad's share.
5. PROGRAM/PROJECT UPDATES:
• Committee member Gelfound spoke about his vision for a beachwalk with legislation.
Gelfound would like to get feedback on what kind of event for the public and how to get big
names to attend. Gelfound would like the event to promote beach awareness. Gelfound and
Huff are planning on meeting with Denise Vedder to help plan and contact people for the
event. Committee discussed a date, time, gimmick and place are needed to move forward.
Guest Brian Ketterer suggested we use the grassy area off Pine Street as a starting point.
Committee decided this would be a great opportunity to distribute the new brochure.
• Committee member Huff is working on getting GPS for items around the beach. He is starting
with small items such as lifeguard stations and trash cans and working up to boundaries of
each beach. Committee chair Lockhart recommended Huff work with Marilyn Campbell to
coordinate good maps for the brochure. Lockhart will email Huff contact information.
• Committee member Huff volunteered to help with the Beach Management Plan.
• Committee member Huff asked about the parking at Tamarack Beach, Guest Ketterer asked
Huff to talk to him after the meeting.
6. COMMITTEE MEMBER COMMENTS:
• Committee member Erhardt commented that a beach in Florida is using ground glass as a
replacement for sand.
• Committee member Erhardt offered a brochure to Committee chair Lockhart about
Technology Tools. Lockhart will review.
• Committee chair Lockhart read a letter from a concerned citizen regarding the seawall
walkway and slope. The citizen was stating the need for repairs and offered to volunteer to
help maintain. Lockhart said the comment letter is a great reference for lobbing the council
on the MOD.
7. PUBLIC COMMENT: There were no comments from the public.
ADJOURNMENT/NEXT MEETING
By proper motion, the meeting was adjourned at 5:00 p.m. The next meeting of the Beach
Preservation Committee will be Tuesday, October 9, 2007 at 4:00 p.m. in the City of Carlsbad Faraday
Administration Building, Room 173-A (1635 Faraday Avenue, Carlsbad, 92008).
