DATE OF MEETING: October 9, 2007

CALL TO ORDER: The meeting was called to order at 4:02 p.m.
ROLL CALL:

APPROVAL OF MINUTES: Minutes of the September 11, 2007 meeting were approved 4-0
(Gelfound/Erhardt).
1. CARLSBAD SEAWALL SLOPE PLANTING PROJECT: Committee member O'Hara
provided a brief overview of the September 26, 2007 meeting with Brian Ketterer, Darren
Smith, and Steve Jantz regarding the Frazee State Beach Slope Re-vegetation Project.
O'Hara announced Poseidon has advertised for potential mitigation grant funds for their
desalination project. The beach re-vegetation project fits the requirements of the grant
program. Brian Ketterer prepared an expression of interest with a project proposal and
subsequently submitted to Poseidon for consideration. Poseidon will announce the qualifying
proposals by the end of October and those who qualify will be required to submit a full
proposal. Committee member Andrews asked about the availability of a RFP so the BPC
may prepare for the upcoming questions and proposal. Staff member Jantz replied it was not
yet available. O'Hara was very excited; this will be a great funding source. Committee
member Andrews agreed and added this could be support the MOU with the Council.

2. PUBLIC OUTREACH UPDATE:
Committee member Gelfound provided an update on the meeting between Gelfound, Huff
and Denise Vedder regarding the proposed Beach Walk event. Gelfound commented on
Denise's enthusiasm. Denise will help with getting the word out to the Chamber of
Commerce, Council, Federal and State officials. Denise would like a "mission statement" of
what the Beach Walk will be for and the significance of it. Gelfound has already started to
raise awareness about the Beach WalkJ Committee chair O'Hara recommended April 22,
2008, Earth Day, as the tentative day for the event. It was discussed Earth Day would be a
great day for this event, plenty of time to plan,, the ability to feature all aspects of the habitat
(not just the beach), and there are more grants and help with funding for Earth Day. O'Hara
also mentioned it would be great to kick-off the slope re-vegetation project on the same day.
During the Beach Walk, Gelfound would like to bring attention to the financial structure for
coastal projects and how the money comes from federal government and how the State
distributes it. Gelfound indicated the Water Resources Development Act (WRDA) bill is
another item he would like to feature to Beack Walkers. Gelfound recommended reviewing
the Coastal Voice for more information on WRDA.< O'Hara recommended setting up another
meeting with Denise Vedder and all the BPC should attend. Committee member Andrews
was concerned about other Earth Day functions taking away the media coverage. O'Hara will
look into conflicts.
Committee member O'Hara provided a rough draft of the Committee's Public Outreach
Brochure. O'Hara stressed the need for comments, concerns and overall feedback. A
workshop has been scheduled in two weeks, October 23, 4:00 p.m. room 173-A, to give all
committee members time to look it over and make comments. A few comments already
voiced are: Gelfound commented on a great job, very professional looking, Andrews was
greatly concerned with the target audience and feels the brochure is too much information for

the people, and O'Hara and Jantz had already found a few things that need to be corrected.
Andrews also voice concern about the time of distribution and the need to connect to all the
citizens. Gelfound thinks this would be great to pass out at meetings, presentations and in
general conversations. All comments will be taken into consideration and after careful review
of all comments, O'Hara will meet with Marilyn Campbell to finalize the brochure.
3. CARLSBAD/STATE BEACH MOU: Staff member Jantz updated the committee on the
processing of the draft Memorandum of Understanding between the City and the California
Department of Parks and Recreation. The MOU is currently being discussed by the
Leadership Team before being scheduled on a future council agenda. Jantz will continue to
monitor the progression of the MOU. Gelfound would like to know as soon as possible if the
MOU will not be presented to council so we can move on to Plan B, lobbying the council.
Jantz recommended when this does go to council the entire BPC should be there to show
support.
4. COMMITTEE MEMBER COMMENTS: Andrews questioned if the completion of the Sandag
MOU would satisfy the City Council's recent beach goal. Staff member Jantz replied it would
partially satisfy but staff is reviewing other items to include for the goal such as listing existing
agreements with the state along the coast, current beach nourishment activities, and future
opportunities to consider. Committee Member Carroll asked for a brief explanation regarding
the MOU. Staff member Jantz explained some of the changes coming up for the city
regarding personnel and how it should not affect the BPC. Committee member Gelfound was
concerned nothing was going on regarding beach access as spelled out in the Ag Mitigation
Program. He asked if the BPC should come up with new items to start working on? It was
decided that the BPC would discuss this at a later time.
ADJOURNMENT/NEXT MEETING
By proper motion, the meeting was adjourned at 5:03 p.m. The next meeting of the Beach
Preservation Committee will be Tuesday, November 13, 2007 at 4:00 p.m. in the City of Carlsbad
Faraday Administration Building, Room 173-A (1635 Faraday Avenue, Carlsbad, 92008).
