CALL TO ORDER: The meeting was called to order at 4:03 p.m. ROLL CALL: Present Members: Ed Andrews, Bill Gelfound, Matt Rocco, Mat Huff, Angela O'Hara, Bud Carroll Absent Members: Dick Erhardt Guests: Ed Carrigan and Brian Ketterer Staff: Steven Jantz and Jayme Foster APPROVAL OF MINUTES: Minutes of the October 9, 2007 meeting were approved 5-0, (Huff/Rocco), with 2 changes. 1. PUBLIC OUTREACH UPDATE: The Committee discussed in great detail revisions to the Public Outreach brochure. All suggested changes will be presented to Marilyn Campbell by Staff member Jantz and Committee chair O'Hara for preparation of the final draft and printing. 2. BEACH WALK EVENT UPDATE: Committee members Huff and Gelfound provided an update on a proposed Beach Walk event complete with an outline of topics and potential invitees. They are eager to get feedback and input from the committee about this event. O'Hara provided a planning guide for Earth Day events. Huff expressed interest in involving the lagoons. O'Hara suggested the need to define the theme of the event and sticking to it. Three main areas were agreed upon by the committee to focus the event: environment, beach nourishment, and stewardship. A sub-committee of Rocco, Huff and Gelfound was created to spearhead this event. In the interest of time, this will be discussed in more detail at the next meeting. 3. COMMITTEE MEMBER COMMENTS: • Committee chair O'Hara provided a summary of meeting with Public Works Director Glenn Pruim regarding the progress of the MOU with State Parks and Recreation. Pruim has recommended the Committee move forward and stop waiting for the MOU to go to council. O'Hara recommended the Committee stop lobbying the council members. Staff member Jantz stated the City Council Goal will include a compilation of existing agreement along the coastline and suggested including a section for future opportunities. Committee member Huff expressed his frustration about the lack of movement in the year we have been working on this. O'Hara feels progress is being made and as long as the vehicle gets created it doesn't matter how it happens. • Staff member Jantz reported on a potential Opportunistic Sand Project. An independent contractor has contacted the City with proposition to excavate beach compatible sand from his property and put on the beach. Jantz indicated a need for more meetings with the contractor to discuss costs and impact. 4. PUBLIC COMMENTS: Guest Ed Carrigan expressed his pleasure about the potential progress of the Frazee Beach Bluff Re-vegetation Project and the Committee's drive to pursue the project. Carrigan presented a petition signed by citizens regarding the need for improvement. Carrigan is impressed this issue is as important to the committee as it is to the citizens. Staff member Jantz encouraged Carrigan to attend a City Council Meeting to express his views there. BEACH PRESERVATION COMMITTEE Minutes of November 13, 2007 Page 2 ADJOURNMENT/NEXT MEETING By proper motion, the meeting was adjourned at 5:41 p.m. The next meeting of the Beach Preservation Committee will be Tuesday, December 11, 2007 at 4:00 p.m. in the City of Carlsbad Faraday Administration Building, Room 173-A (1635 Faraday Avenue, Carlsbad, 92008).
