DATE OF MEETING: December 11, 2007

CALL TO ORDER: The meeting was called to order at 4:00p.m.
ROLL CALL:
Present Members: Ed Andrews, Bill Gelfound, Matt Rocco, Mat Huff, Angela O'Hara, Bud
Carroll. Dick Erhardt
Absent Members: None
Guests: Ed Forbes, John Lemieux, Rhett Rocco, Ray Duncan, Mike Howes,
Brian Ketterer
Staff: Steven Jantz and Jayme Foster
APPROVAL OF MINUTES: Minutes of the November 13, 2007 meeting were approved
Carroll/Huff, (5-0).
1. SHORELINE PRESERVATION WORKING GROUP: Committee chair O'Hara provided a
brief summary of the Sandag Shoreline Preservation Working Group meeting of December 6,
2007. The Working Group heard a presentation from Dr. Phil King providing a brief
presentation on a San Diego coastal economic study for the future Regional Beach
Nourishment Project, an update on the SCOUP project, and a legislative summary provided
by CalCoast. The Working Group also considered the processes to further the funding
application for the next Regional Beach Sand Project. It was discussed each city should be
prepared to provide a recommendation of an appropriate cost allocation methodology at the
February 2008 meeting.
2. BEACH WALK EVENT UPDATE: Committee members Huff and Gelfound provided an
update on a proposed Beach Walk event tentatively scheduled for April 19th, the weekend
before Earthday. Huff commented on the progress of preliminary planning for this event,
including meetings with Steve Aceti and a rough site plan. The Committee agreed they need
a solid definition of this event and what the ultimate goal is.
3. PUBLIC OUTREACH UPDATE: Committee chair O'Hara provided an update on the
progress of the Public Outreach brochure. Final proposals for printing are now being
accepted and the finished product should be ready by the next meeting. Staff member Jantz
commented on a new opportunity for a Beach Awareness Presentation to the Optimist Club.
4. COMMITTEE MEMBER COMMENTS:
• Staff member Jantz updated the Committee member's information sheet.
• Staff member Jantz indicated the LT has asked for a short statement on what the
Committee ultimately wants from the MOU. Discussions from the committee provided a
new course of action regarding the joint efforts of the City and State for beach
enhancements.
• Committee Chair O'Hara read a letter to the committee, written and presented to the City
Council by Ed Carrigan regarding the Bluff Restoration Project..
5. PUBLIC COMMENT:
• Guest Ketterer commented on how the State Parks and Recreation Department have
granted funding for landscape design of the bluffs.
• Guest Forbes commented on the reeds on the beach. Guest Ketterer, State, indicated the
resources to remove the reeds was temporarily reassigned to support the October fires.
State maintenance crews will be removing the reeds in the next few weeks.

By proper motion, the meeting was adjourned at 5:21 p.m. The next meeting of the Beach
Preservation Committee will be Tuesday, January 8, 2008 at 4:00 p.m. in the City of Carlsbad
Faraday Administration Building, Planning Library Room 170 (1635 Faraday Avenue, Carlsbad,
92008).
