CALL TO ORDER: The meeting was called to order at 4:05 p.m. ROLL CALL: Present Members: Ed Andrews, Matt Rocco, Mat Huff, Angela O'Hara, Dick Erhardt, Bud Carroll Absent Members: Bill Gelfound Guests: Ed Forbes, Claudio Fassardi, Ed Carrigan, Ray Duncan, Brian Ketterer Staff: Steven Jantz and Jayme Foster APPROVAL OF MINUTES: Minutes of the January 8, 2007 meeting were approved Rocco/Erhardt, (5-0). 1. SHORELINE PRESERVATION WORKING GROUP: Committee member Erhardt provided a brief summary of the Shoreline Preservation Working Group (SPWG) meeting of February 7, 2008 attended with Committee member Carroll and Staff member Jantz. The main point of discussion from the SPWG was asked to decide on a methodology to spread the anticipated local cost share (15%) for the next Regional Beach Sand Project. The state has included the 85% of the projected construction costs in the draft FY 08-09 budget documents. Staff member Jantz reminded the BPC on their recommendation from the January meeting and subsequent changes in the methodology provided by Sandag. Staff member Jantz also summarized the City Council meeting of February 5th requesting Carlsbad consider and recommend a funding methodology. At that meeting, the City Council decided to recommend option D (45%, 10%, 45%). After discussion, the SPWG's final recommendation was for Option C (60%, 10%, 30%). It was stressed that only the option for the distribution of funding was chosen and the project costs and local share amount may change. It was noted each city should consider including the 15% anticipated local match in each city's annual budget cycle. Sandag will send out a request for proposal by the end of March to begin the preliminary engineering and environmental assessment. 2. BEACH WALK EVENT UPDATE: Due to lengthy permit process, the scale of the event and lack of support from the city, the Committee decided to turn the event over to the State. State representative Brian Ketterer will be leading the event and the location was changed to correspond to the change in hosts. The event will still be supported of the Beach Preservation Committee, which will have a booth at the event. 3. 2008 Goals and Objectives Program: Committee chair O'Hara led the discussion regarding the Goals program. The Committee decided to be more general in the goals so they achieve maximum results. O'Hara will- make the final revision and present to the Committee at the next meeting for approval. From there the committee will present the 2008 Goals and Objective to City Council. 4. COMMITTEE MEMBER COMMENTS: None 5. PUBLIC COMMENT: Guest Carrigan continued to voice his support of the Beach Preservation Committee and the lengths the Committee is going to in order to gain support. The event will host informational and educational booths sponsored by a variety of groups including: California State Parks, Carlsbad Beach Preservation Committee, Batiquitos Lagoon Foundation, Carlsbad Watershed Network, Coastal Conservancy, and more. The event will include a beach walk, beach clean-up, refreshments, and the opportunity to re- introduce native plants and seed on the surrounding coastal bluffs. Trash and recycling bags will be made available for the clean-up. Those interested in the clean-up are requested to bring gloves. The event is open to the public with the hope of raising awareness and generating support for coastal preservation and stewardship. Foundations or groups interested in hosting a booth at the event should contact bketterer@parks.ca.gov. Activities will include displays from local environmental groups, planting native plants, trash pick-up/recycling, and more! BEACH PRESERVATION COMMITTEE 2008 GOALS & OBJECTIVES MISSION STATEMENT: It shall be the Mission of the City of Carlsbad Beach Preservation Committee to advise the City Council and the City Manager on matters related to the protection and enhancement of the Carlsbad shoreline and to study the best means to maintain beaches for the optimum enjoyment of the public. GOAL 1 Develop and pursue beach nourishment and shoreline protection projects. OBJECTIVES • Actively participate in and monitor the efforts of SANDAG's Shoreline Preservation Working Group and member cities to plan and implement the next Regional Beach Sand Project. • Apply the funds from the Agricultural Conversion Mitigation Fund to a future beach nourishment project. • Investigate and research various types of sand retention projects constructed nationally and internationally. • Pursue funding opportunities to purchase beach quality sand material for the Carlsbad Opportunistic Sand Program. • Investigate opportunities to obtain local, state and federal funding, including the Army Corps of Engineers, for beach nourishment and sand retention projects. • Monitor and improve sand quality as it relates to storm water runoff and urban pollution and organic material including dog/pet waste. GOAL 2 Ensure local, state, and federal representatives are engaged and working together on the preservation, promotion, and funding of local beaches. OBJECTIVES • Meet with local, state and federal representatives to discuss the importance of the local coastline from an environmental and economic standpoint. Emphasize the need to continue supporting beach related activities such as beach replenishment, public safety, maintenance activities, lifeguards, and beach enhancements. • Coordinate efforts with government agencies and citizen groups who are interested in beach nourishment and shoreline protection. • Monitor state legislation that would provide funding for beach nourishment and enhancement projects. BEACH PRESERVATION COMMITTEE - 2008 GOALS & OBJECTIVES Page 2 GOAL 3 Create and participate in public outreach opportunities. OBJECTIVES • Prepare and circulate a brochure to educate the public on the need for beach preservation, the economic impact of the beach, and the role of individuals, groups and legislators in maintaining this important resource. • Present a PowerPoint presentation to local community groups such as the Carlsbad Convention and Visitors Bureau, Carlsbad Chamber of Commerce, Carlsbad Village business groups, service clubs, etc. • Participate in community fairs and other public forums to increase awareness of the beach and shoreline preservation efforts of the Beach Preservation Committee. • Develop a Public Education Video on beach preservation and beach quality. GOAL 4 Stay current on all activities related to shoreline erosion and beach nourishment. OBJECTIVES • Monitor the activities of the San Diego Association of Governments (SANDAG) Shoreline Preservation Working Group, including offshore monitoring programs and beach sand projects. • Support and participate in the activities of the California Shore and Beach Preservation Association (CSBPA) and other related organizations. • Monitor and comment on future Encina Power Plant activities that may have an impact on shoreline erosion including their annual and long-term program to dredge the Agua Hedionda Lagoon. Make recommendations as to placement of the dredge materials. • Monitor future maintenance dredging of the Batiquitos Lagoon and encourage the material to be placed on Ponto Beach. • Monitor the development of the Buena Vista Lagoon Management Plan for the potential of depositing the dredged sand on the local beaches. In recent months, our committee has grown increasingly uncertain about the scope of our duties. Until now, we have been operating under the mission statement established approximately five years ago. It states: It shall be the Mission of the City of Carlsbad Beach Preservation Committee to advise the City Council and the City Manager on matters related to the protection and enhancement of the Carlsbad shoreline and to study the best means to maintain beaches for the optimum enjoyment of the public. Since this mission statement is broad and open to interpretation, our committee would appreciate the opportunity to come before the City Council to get either concurrence or clarification on what the council members understand our committee's role and responsibilities to be. At our committee's last meeting on March 11, the members agreed upon a list of goals and objectives to guide our efforts in 2008. Attached you will find a copy of these goals, which we would like to present to the City Council for their approval. Best regards, Angela O'Hara
