DATE OF MEETING: March 11, 2008
TIME OF MEETING: 4:00 P.M.
CALL TO ORDER: The meeting was called to order at 4:03 p.m.
ROLL CALL:
Present Members: Ed Andrews, Matt Rocco, Mat Huff, Angela O'Hara, Dick Erhardt
Absent Members: Bud Carroll, Bill Gelfound
Guests: Ed Forbes, Brian Ketterer, Ray Duncan
Staff: Steven Jantz and Jayme Foster
APPROVAL OF MINUTES: Minutes of the February 12, 2008 meeting were approved
Huff/Erhardt, (4-0) with one change.
1. BEACH WALK EVENT UPDATE: Committee member Huff provided an update on the
proposed Beach Walk Event currently scheduled for April 18th. The Committee is
coordinating with the State Department of Parks and Recreation with advertising the event by
handing out flyers, sending emails and talking about the event. Member Huff recommended
advertising the event at local schools. Committee member Rocco agreed to help. Brian
Ketterer, State Parks and Recreation, and Committee chair O'Hara will distribute the press
release to the media as soon as the map of the event is finalized. Committee is ready with a
booth, brochures, and members have agreed to be present during the event.
2. 2008 GOALS AND OBJECTIVES PROGRAM: Committee chair O'Hara led the discussion
regarding the goals and objectives. A few grammatical errors were corrected and discussions
regarding two major changes were suggested. Committee member Carroll, not present,
commented on the fact that Sandag was mentioned in two different goals and suggested that
they be merged together. However, the items were left as is due to the fact that they
addressed different topics. On goal #1, the addition of tobacco products were added to the
list. Guest Duncan explained how the issue was presented, passed and enforced in
Oceanside. A smoking ban will be one of the next few items the Committee will be focusing
on. The Committee approved the 2008 Goals and Objectives Program as amended,
Huff/Erhardt, (5-0).
3. REQUEST CLARIFIACTION OF BEACH PRESERVATION COMMITTEE ROLE:
Committee chair O'Hara reviewed a letter to the City Manager in regards to the committee's
role with the City. This is the first step to take to redefine the committee. The letter will
request to appear before the City Council to clarify the Committee's roles and responsibilities.
Guest Forbes pointed out that it is very unclear as to who the committee reports to and
advises. O'Hara suggested a "State of the Beach" address to be presented to council each
year so they may monitor and understand what the Committee strives for. Many members
wondered how other committees communicate with Council and it was suggested that we
invite the Council Members to our meeting. The letter was approved to be sent with a few
minor grammatical errors corrected.
4. COMMITTEE MEMBER COMMENTS:
• Committee chair O'Hara will not be present at next month meeting, Committee member
Huff will run the meeting.
• Committee chair O'Hara and member Huff separately attended meetings with City
Planners for a half hour summary of the Committee, what we do and how we work
with others.
• The City's Park and Rec Department has invited the Committee on April 21st at 5:00pm
to make a fifteen minute presentation about what we are currently working on. It was
suggested we hand the brochure and get support for a smoke free beach. Committee

chair O'Hara and Staff member Jantz volunteered to go and Committee member Huff
and Rocco will try to make it.
5. PUBLIC COMMENT: Guest Duncan reported that dredging in Oceanside will begin soon and
that Carlsbad will see some of the benefits.
ADJOURNMENT/NEXT MEETING
By proper motion, the meeting was adjourned at 4:53 p.m. The next meeting of the Beach
Preservation Committee will be Tuesday, April 8, 2008 at 4:00 p.m. in the City of Carlsbad Faraday
Administration Building, Room 173-A (1635 Faraday Avenue, Carlsbad, 92008).
