CALL TO ORDER: The meeting was called to order at 4:05p.m. ROLL CALL: Present Members: Ed Andrews, Matt Rocco, Mat Huff, Dick Erhardt, Bud Carroll, Absent Members: Angela O'Hara, Bill Gelfound Guests: David Garber Staff: Steven Jantz and Jayme Foster APPROVAL OF MINUTES: Minutes of the March 11, 2008 meeting were approved 5-0 (Erhardt/Rocco) with one change. 1. BEACH WALK EVENT UPDATE: The Committee sub-group provided an update on the upcoming Beach Walk event scheduled for Saturday April 19th. Committee members Huff and Rocco met on Wednesday April 2nd with the subcommittee and representatives from the California Department of Parks and Recreation. Committee member Rocco mentioned the other various activities that are going on throughout the city on the same day. It was also stated that the State Department of Parks and Recreation, lead by Brian Ketterer, should be commended for their efforts to put on this event. It was recognized Brian Ketterer has gone above and beyond what was expected and his presence in the Carlsbad Community is immense. A final site meeting will take place on the 15th and all details will be settled. Also on the 15th, Committee Chair O'Hara will attend the City Council meeting and invite Council members to the Beach Walk event. Committee members Huff and Rocco and staff member Jantz have committed to be at the event the entire time, with other members stopping in when they could. Jantz will provide a canopy, sign, and table. Committee member Andrews suggested having a small speech prepared to get people's attention. 2. SHORELINE PRESERVATION WORKING GROUP: Staff member Jantz provided a brief summary of the Sandag Shoreline Preservation Working Group meeting on April 4, 2008. Staff member Jantz was accompanied by Council member Ann Kulchan and Committee Chair O'Hara for this meeting. Sandag reported on the status of the Army Corp of Engineers Section 227 Project at Oil Pier's in Ventura. The project proposes the construction of an offshore artificial reef with the objective of retaining sand on the local beach as well as producing a surfing wave. The 2008 WRDA legislation was recently signed by the President approving funding to allow this project to proceed to the construction phase. The next Shoreline Preservation Working Group meeting is scheduled for June 12th. 3. COMMITTEE MEMBER COMMENTS: Committee member Carroll asked about the proposed parking fee on Tamarack Beach. Staff member Jantz provided a brief history of the parking lot, the current fee programs for beach parking in other cities, and the history of the State and City agreement to keep parking free. On April 10th, the state will go before the Coastal Commission to request a permit for parking fees. Public Works Director Pruim will be putting together a counter with regards to overflow parking into residential areas, safety concerns regarding pedestrian crossing major streets, and how this will end free parking in southern California. Committee member Huff spoke about how the city has no authority over the parking lot, how other cities have dealt with safety issues and parking in residential areas, and how most people will pay the fee. Mr. Pruim has asked the Committees their advice on this issues and if any member will be speaking before the Coastal Commission as either the Committee and as citizens. Committee member Andrews asked staff to clarify if this is in our authority to do as a Committee. We advise the City to speak with the State and try to work out another option. The committee would also recommend Staff member Jantz attend the BEACH PRESERVATION COMMITTEE Minutes of April 8, 2008 Page 2 meeting so the Committee can stay properly briefed in order to give accurate advisements to the City. 4. PUBLIC COMMENT: David Garber stated that as a citizen, he would not mind paying for beach parking, in order to take advantage of the beautiful climate and convenience of parking closer. Garber suggested there be an annual pass for parking and asked if the beaches would see any benefit of the money collected. Staff replied it goes into a general State parks fund and would go to all State parks. ADJOURNMENT/NEXT MEETING By proper motion, the meeting was adjourned at 5:03 p.m. The next meeting of the Beach Preservation Committee will be Tuesday, May 13, 2008 at 4:00 p.m. in the City of Carlsbad Faraday Administration Building.
