DATE OF MEETING: July 8, 2008
TIME OF MEETING: 4:00 P.M.
CALL TO ORDER: The meeting was called to order at 4:04 p.m.
ROLL CALL:

APPROVAL OF MINUTES: Minutes of the June 10, 2008 meeting were approved 5-0
(Erhardt/Andrews).
1. SHORELINE PRESERVATION WORKING GROUP: Committee chair O'Hara provided a
brief summary of the Sandag Shoreline Preservation Working Group meeting of June 12,
2008:
• Coastal Frontiers presented the annual Beach Monitoring Report which indicated the
current sand levels are lower than before the 2001 Regional Beach Sand Project.
Coastal Frontiers strongly recommended ongoing beach replenishment efforts to
prevent further erosion.
• Chris Webb presented the Coastal Sediment Management Plan which indicated the
region was losing approximately 400,000 cubic yards of sand per year. Webb
recommended introducing new ideas to balance the surplus and deficiencies in the
region.
Coastal Frontiers reported on the condition of Pratts Reef, an attempt to create a
sandbag structure to influence the surf breaks. Since the reef installation, monitoring
reports indicated there has been no change in sand accumulation and the surf break
was not realized. A plan has been developed to remove the reef.
2. PUBLIC OUTREACH OPPORTUNITIES:
• The Committee discussed and assigned venues/facilities for Committee Members
distribution of Beach brochure in order to further the Public Outreach Goal.
• Committee chair O'Hara will distribute to the Chamber of Commerce
Committee member Rocco will distribute to ConVis
• Committee member Huff will distribute to the Lagoon's Visitors Centers
• Committee member Carroll will distribute to the Rotary's
Committee member Andrews will continue to distribute to the City's libraries
Staff member Jantz will distribute to City Hall
• State Representative Ketterer will distribute to the State Parks Office.
The Committee will reassess the distribution and progress at the next meeting.
Committee chair O'Hara would like more opportunities for the Beach Awareness
Presentation. O'Hara suggested the City's Citizens Academy and will be contacting
Marilyn Strong to try to include in upcoming academy classes. Committee member
Andrews recommended the H2O Conference and volunteered to be the presenter.
Andrews also suggested this would be a good opportunity to distribute the brochure.
3. COMMITTEE MEMBER COMMENTS:
• Lagoon Committee Report - Committee member Huff reported on the annual Lagoon
Day on July 12. All three Lagoons will have open houses and a wide variety of events
to compliment the celebration. Guest speaker Munoz spoke regarding the opening of
communication with the City and the enthusiasm of the Lagoons in the increasing
City's interest. Munoz spoke about the Committee's involvement in next years Lagoon

Day, which they are hoping to expand to a week. He also recommended the
Committee to help with next year's Celebrity Fishing Tournament. Munoz spoke about
the strong front that we could show the community if all three lagoons and the Beach
Committee were united in the awareness and outreaches. Munoz also recommended
the Committee attend the Lagoon's Board Meeting to continue to open up the
communication and O'Hara volunteered to go.
State Parks Report - State Representative Brian Ketterer reported on the recent
activities at the State level.
• 4th of July was very mellow and the largest complaint was regarding the motor
homes parked along the coastline.
• The pedestal for the Tamarack Beach Parking fee stand has been installed
and installation of the Automatic Pay Machine is on hold pending the verdict of
an injunction recently submitted by the city.
• The arrundo is scheduled to be cut down, since it has again grown very large.
• The Tamarack Beach restrooms are getting some attention with the site tour
of three assembly persons; hopefully this will bring attention to the dire need
of improvements.
• The state will be continuing to work with Keep California Beautiful, they offer
materials for clean ups, sponsors, and also funding for planting greenery.
• The Lifeguard Academy had its highest passing rate at 80% resulting in the
hiring of 23 new lifeguards, most of which are from coastal communities.
. Committee member Carroll commented on the newspaper article that was published
July 8th in the North County Times regarding the low amount of sand currently on the
beach. Carroll suggests we take an aggressive approach to promote a reef structure
to preserve the sand we keep replenishing.
. Staff member Jantz recommends the Committee revise the current resolution
establishing the role of the Committee. A subcommittee of O'Hara, Huff, and Rocco
will meet to discuss terminology and present the revised resolution to the Committee
at the next meeting. If approved, the Committee will take to council.
. Staff member Jantz asked for a vote for removal of Committee member Gelfound.
Gelfound missed six meetings due to health problems and cannot commit to a return
date. The Committee voted to remove Gelfound and Jantz will send the paperwork
and request for replacement to the Mayor.
4. PUBLIC COMMENT: None
ADJOURNMENT/NEXT MEETING
By proper motion, the meeting was adjourned at 5:28 p.m. The next meeting of the Beach
Preservation Committee will be Tuesday, August 12, 2008 at 4:00 p.m. in the City of Carlsbad
Faraday Administration Building, Room 173-A (1635 Faraday Avenue, Carlsbad, 92008).
