CALL TO ORDER: The meeting was called to order at 4:10 p.m. ROLL CALL: Present Members: Ed Andrews, Dick Erhardt, Bud Carroll, Angela O'Hara Absent Members: Mat Huff, Matt Rocco, Bill Gelfound Guests: Tim Murphy, Claudio Fassardi, Michael Howe, Brian Ketterer Staff: Steven Jantz and Jayme Foster APPROVAL OF MINUTES: Minutes of the July 8, 2008 meeting were approved 4-0 (Carroll/Erhardt). 1. OFFSHORE ARTIFICIAL REEFS: Claudio Fassardi from Noble Consultants Inc. was prepared to give a presentation on offshore reef technologies. However, it was decided by the attending Committee members to postpone the presentation until more members where present. 2. PUBLIC OUTREACH OPPORTUNITIES: The Committee discussed the current distribution and venues to further the Public Outreach Goal including distribution of Beach brochure. • Committee member Andrews reported the libraries where going well, but he was unable to distribute at Jazz in the Park. Andrews also recommends hotels and timeshares. Committee member Carroll was unable to distribute at the Rotary. • Staff member Jantz will distribute to city offices. Once a new Communications Officer is hired, the Committee should request help in promoting throughout the City. State representative Ketterer had distributed at all state offices and campgrounds. • Committee chair O'Hara distributed all at the Chamber of Commerce and has requested more. 3. COMMITTEE MEMBER COMMENTS: Lagoon Committee Report - • August 15, will be the first meeting of CLAW, an organization containing representatives from all Lagoons, wetlands leaders, and Beach Preservation Committee members. CLAW will work together to support each other, help with funding, and conduct studies that effect all areas. • Committee member Carroll suggests we be attentive to the desal project and take an active role in the effects on the community and the lagoons. Also, the committee needs to be a part of the study regarding the Buena Vista Restoration Project's proposed jetty. This will affect the Carlsbad tides and sand distribution. • State Parks Report - There will be a coastal clean up day on Sept. 20th. The court date for the issue regarding pay for parking at Tamarack Beach will be Oct. 10th. There is ongoing training for ATV and Bike Safety for the Carlsbad Police Department. Committee member Carroll inquired about the laws regarding dogs and fires on the beach. Dogs are prohibited and fires must fall within strict guidelines. • Opportunistic Sand Projects - Staff member Jantz reported on four new opportunities to increase sand on Carlsbad Beaches. • Pacific Station in Encinitas will be constructing a parking garage and will be moving 30-40,000 cubic feet of sand from the excavation site to North Encinitas; this will increase the parking area between and the right of entry between Encinitas and Carlsbad. • Del Mar Boat Basin needs dredging at Camp Pendleton. Carlsbad may receive 2,500 cubic yards of sand from the project, with Camp Pendleton being the primary recipient if the paperwork is turned in on time. BEACH PRESERVATION COMMITTEE Minutes of August 12, 2008 Page 2 • Power Plant will be dredging Agua Hedionda lagoon. They are ready with a proposal to place 380,000 cubic feet of sand on Carlsbad beaches. • A few years from now, the City will be ready for creek maintenance dredging. The city may place 15,000 cubic feet of sand on Carlsbad beaches or sell the sand to offset the cost of dredging. 4. PUBLIC COMMENT: • Tim Murphy, Environmental Specialist from the City's Stormwater Protection Program, spoke about the September 20th Coastal Commission Clean Up Day, sponsored by I Love a Clean San Diego. This is a statewide event with three places to volunteer in Carlsbad; Tamarack, South Ponto or Frazee State Beach. • Claudio Fassardi had a few comments regarding the Batiqitos Lagoon. They are currently working on the 10 year monitoring report and are preparing a RFP for maintenance dredging. He will present this at the CLAW meeting for a better response. ADJOURNMENT/NEXT MEETING By proper motion, the meeting was adjourned at 5:14 p.m. The next meeting of the Beach Preservation Committee will be Tuesday, September 9, 2008 at 4:00 p.m. in the City of Carlsbad Faraday Administration Building, Room 173-A (1635 Faraday Avenue, Carlsbad, 92008).
