CALL TO ORDER: The meeting was called to order at 4:05 p.m. ROLL CALL: Present Members: Ed Andrews, Dick Erhardt, Bud Carroll, Angela O'Hara, Mat Huff, Matt Rocco Absent Members: Bill Gelfound Guests: Claudio Fassardi, Ray Duncan, Brian Ketterer Staff: Steven Jantz and Jayme Foster APPROVAL OF MINUTES: Minutes of the August 12, 2008 meeting were approved 6-0 (Carroll/Erhardt) with 2 changes. 1. OFFSHORE ARTIFICIAL REEFS: Claudio Fassardi from Noble Consultants Inc. provided a presentation on offshore reef technologies. The PowerPoint presentation was full of information regarding waves, currents, pros and cons, and current reef projects. 2. PUBLIC OUTREACH OPPORTUNITIES: The Committee discussed current distribution venues that furthered the Public Outreach Goal including distribution of Beach brochure. • Committee member Huff - Carlsbad Village Drive and Carlsbad Blvd going well • State Representative Ketterer - All Kiosks at State areas are stocked • Committee member Carroll - High Noon Rotary well received • Committee member Erhardt - Friends of St. Patrick's distributed all • Committee chair O'Hara - Needs more for the Chamber of Commerce • Staff member Jantz - Has secured a volunteer through the Parks program that will distribute 600 brochures and monitor both quantity and use as they are distributed. 3. COMMITTEE MEMBER COMMENTS: • Lagoon Committee Report - Committee Chair Huff provided a detailed summary of the first meeting of CLAW. Huff also reported there was no update regarding the distribution of funds for the settlement agreement for the Buena Vista Lagoon spill. • State Parks Report - State representative Ketterer updated the committee on the Bluff Restoration project and that Ed Carrigan is still supportive of the project. The recent Vans Pro Surf Contest at Ponto State Beach went very well. Professionals, sponsors and vendors were very pleased and have pledged to return next year for another event. The State is in the process of training new Peace Officers, which will help patrol the beaches. The parking issue between the City and the State has not been resolved and a court date of Oct. 10th, has been set. • Opportunistic Sand Projects - Staff member Jantz provided a few updates regarding current projects. Del Mar Basin is on a fast track to receive permission to remove and deposit sand quickly. May have to store dredged sand offsite until paperwork can be completed. • Encinitas mixed use project is still moving forward with a start date tentatively Oct. 1st. • The power plant dredging is also moving along quickly, they will present proposal to the Committee at the October meeting. 4. PUBLIC COMMENT: None BEACH PRESERVATION COMMITTEE Minutes of September 9, 2008 Page 2 ADJOURNMENT/NEXT MEETING By proper motion, the meeting was adjourned at 5:20 p.m. The next meeting of the Beach Preservation Committee will be Tuesday, October 14, 2008 at 4:00 p.m. in the City of Carlsbad Faraday Administration Building, Room 173-A(1635 Faraday Avenue, Carlsbad, 92008).
