CALL TO ORDER: The meeting was called to order at 4:10 p.m. ROLL CALL: Present Members: Ed Andrews, Dick Erhardt, Bud Carroll, Angela O'Hara, Mat Huff, Matt Rocco Absent Members: Bill Gelfound Guests: Brian Ketterer, Mike Howse, Nikki Weaver, David Lloyd, Sheila Henika Staff: Steven Jantz and Jayme Foster APPROVAL OF MINUTES: Minutes of the September 9, 2008 meeting were approved 5-0 (Carroll/Andrews). 1. AGUA HEDIONDA LAGOON DREDGE EVENT: Sheila Henika, representing the Encina Power Station, provided a summary of the 2008/09 dredging operation for the outer basin of the Agua Hedionda Lagoon. AS required by the Special Use Permit, the power company is required to present each dredging event and request concurrence from the Committee. Ms Henika described the proposal to dredge approximately 500,000 cubic yards of sand each of Carlsbad Boulevard and place the material on south, middle and north beaches. The project is expected to begin in early December and be completed by April 2009. The maintenance of the outer basin occurs every two years and is estimated to cost 2 million dollars. The Committee unanimously approved (O'Hara, Erhardt) the proposed dredging operation for 2008/09. 2. AGUA HEDIONDA LAGOON DISCOVERY CENTER: Nikki Weaver, Discovery Center Director, addressed the Committee on the conditions of the beaches around the Agua Hedionda Lagoon, and asked for the Committee's help regarding clean up, grants and awareness. Guest Weaver presented the current conditions of the beaches and access routes around the lagoon and recommended a site tour for the Committee. Mr. David Lloyd also recommended a tour of the aquaculture operation on the lagoon. Committee chair O'Hara supports the tour and Staff member Jantz recommended placing this topic on the Goals and Objectives. It was decided that Agua Hedionda Lagoon will receive a sub topic bullet, under the Committee Member Comments section of the agenda for upcoming meetings. 3. SHORELINE PRESERVATION WORKING GROUP: Committee member Carroll provided a summary of the Sandag Shoreline Preservation Working Group meeting of October 2, 2008. Topics included; the Marine Life Protection Act, the City of Encinitas request to use sand mitigation funds for an opportunistic sand project, an update on the Regional Shoreline Management effort, and a summary of the Sediment Management Plan. 4. COMMITTEE MEMBER COMMENTS: • Lagoon Committee Report - Committee member Huff reported CLAW is considering producing a brochure regarding ecological awareness, voiced concerns regarding the recent rise in vehicle accidents into the lagoon recommending replacing ineffective guardrails, reported the status of the funding received from the sewer spill settlement and how the funds will be spent on special studies for the Buena Vista Lagoon Restoration Project, and the Buena Vista Lagoon is getting a new and improved website. BEACH PRESERVATION COMMITTEE Minutes of October 14, 2008 Page 2 State Parks Report - State representative Ketterer spoke about items from the State including; the Southern California Edison Sand Replenishment's approval, the "Trash Your Butts" campaign will be placing cigarette ash containers on local beaches, installation of signs for trash pickup, and the approval of the right-of-entry for the Encina Power Plant dredging project. • Opportunistic Sand Projects - No Report 5. PUBLIC COMMENT: None ADJOURNMENT/NEXT MEETING By proper motion, the meeting was adjourned at 5:37 p.m. The next meeting of the Beach Preservation Committee will be Tuesday, November 18, 2008 at 4:00 p.m. in the City of Carlsbad Faraday Administration Building, Room 173-A(1635 Faraday Avenue, Carlsbad, 92008).
