CALL TO ORDER: The meeting was called to order at 4:05 p.m. ROLL CALL: Present Members: Ed Andrews, Dick Erhardt, Bud Carroll, Angela O'Hara, Mat Huff, and Matt Rocco Absent Members: Bill Gelfound Guests: Ray Duncan and Brian Ketterer Staff: Steven Jantz and Jayme Foster APPROVAL OF MINUTES: Minutes of the October 14, 2008 meeting were approved 5-0 (Huff/Carroll) with 1 change. 1. SHORELINE PRESERVATION WORKING GROUP: Staff member Jantz provided a brief summary of the Sandag Shoreline Preservation Working Group meeting of December 4, 2008. California Coastal Sediment Management Plan - The draft CCSM will be available for review on December 15th. The state is asking interested parties to review the document and provide any comments or questions to Sandag by Jan. 16, 2009. Staff member Jantz recommended an interested BPC member should review the document and, if necessary, discuss any appropriate issues at the next meeting. Staff will then forward the comments to Sandag. • Sandag Regional Beach Sand Project 2: • A member of the RBSP2 consultant team provided a presentation summarizing the offshore vibracore operations. Sediment samples were taken from various sites and the quantity of sand at the borrow sites were determined. The results indicate there are adequate borrow sites with beach compatible sand material to implement the RBSP2. • The staff working group is evaluating the next steps for the project which include environmental review, resource agency permitting, and final engineering design plans. Sandag is requesting each agency consider their funding share for the next phase as they consider their annual budgets. The State has provided 85% of the funding for the entire project. Sandag is requested each city council approve an MOU guaranteeing the funds to continue with the project by the Feb. 5 meeting. Carlsbad's portion is approximately $42,000 which is consistent with the Ag Mitigation Fund program. By motion, the Committee recommended the Carlsbad City Council execute the MOU with Sandag and commit to funding the city's share of the next phases of the RBSP2 by a 6-0 vote (Carroll/O'Hara). Marine Life Protection Act - A state appointed committee is considering adopting regulations for the protection of the marine environment and species as outlined in the provisions of the Marine Life Protection Act. At the recent CSBPA annual conference, a state representative indicated certain restrictions in the draft program could have an effect on future beach nourishment activities. It was noted there were no San Diego county representatives on the board considering the program. Sandag and CalCoast have made attempts to become more involved with the development of the southern California MLPA regulations including attempts to have a representative to be appointed to the state committee. The MLPA South Coast Regional Stakeholder Group is scheduling a public outreach meeting for January 12-13 in San Diego. All interested parties are encouraged to attend. PUBLIC OUTREACH OPPORTUNITIES: The Committee discussed venues to further the Public Outreach Goal including distribution of Beach brochure. Committee members Huff and Rocco asked for more brochures to distribute and Staff member Jantz will get an update on the volunteer that was assigned to distribute them throughout the City's venues. A subcommittee was formed to start planning the Beach Event. Items that will be discussed at the subcommittee meeting are; location, date, clean-up efforts, permits, and contacting other agencies to contribute to the event. 3. COMMITTEE MEMBER COMMENTS: Lagoon Committee Report - There is a CLAW meeting scheduled on December 19th. • Agua Hedionda Lagoon Update - Dredging started the week of December 1st. State Parks Report: • 50 ashcans (23 in Carlsbad) and trash can lids have been donated to the state to help with cigarette butts and garbage. There are not as many trash cans on the beaches due to budget and maintenance cut backs. • Only 2 positions are needed to be filled to have a full police/lifeguard staff. Non-profit associations are beginning to work with the campgrounds. • Pay for parking is on hold due to the restraining order Carlsbad was awarded. • On Dec. 22nd, trucks will begin to arrive in Encinitas to truck in sand from the parking lot construction. • Updated BPC Resolution - Committee member Rocco spoke regarding the current resolution gives us a broader scope and ability to have a greater impact, except that the Beach Preservation Committee name is incorrect. The Committee agreed it would be beneficial to keep the current resolution and send a letter to the City Attorney asking his advice to correct the name issue. Committee member Carroll presented a letter and research regarding the proposed jetty's on the north border of Carlsbad. Carroll would like the committee to read and form opinions regarding this matter, submit comments, and take a stance and be involved in the project. Carroll would like this discussed in greater detail at the next meeting. 4. PUBLIC COMMENT: None ADJOURNMENT/NEXT MEETING By proper motion, the meeting was adjourned at 5:22 p.m. The next meeting of the Beach Preservation Committee will be Tuesday, January 13, 2008 at 4:00 p.m. in the City of Carlsbad Faraday Administration Building, Room 173-A(1635 Faraday Avenue, Carlsbad, 92008).
