CALL TO ORDER: The meeting was called to order at 4:05 p.m. ROLL CALL: Present Members: Ed Andrews, Dick Erhardt, Bud Carroll, Bill Gelfound, Mat Huff, and Matt Rocco Absent Members: Angela O'Hara Guests: Brian Albright and Brian Ketterer Staff: Steven Jantz and Jayme Foster APPROVAL OF MINUTES: Minutes of the December 9, 2008 meeting were approved 4-0 (Carroll/Gelfound). 1. BUENA VISTA LAGOON RESTORATION PROJECT: Committee member Carroll addressed the Committee on the potential impacts to the proposed construction of jetties being considered with the Buena Vista Lagoon Restoration Project. Member Carroll indicated the jetties would most likely cause down-coast erosion of the Carlsbad beaches. Member Carroll requests the BPC make a strong recommendation to the City Council on the potential impacts of the proposed jetties. Staff member Jantz spoke on how most State funded projects using Prop 84 funds are now on hold which has affected the future studies for the project. Essentially, all contracts using state bond funds have been halted and no more work is authorized until the state budget is finalized. Staff member Jantz stated it is too early in the progress to make a formal stance and recommends a letter to foreworn the City Council of the upcoming impacts. Committee member Huff agreed and would like the Committee to draft a letter with three main points of concern; public safety, severing of lateral access, and expected beach erosion. Huff would like to continue this discussion and include more points of concern for the letter at the next meeting. 2. 2008 GOALS AND OBJECTIVES PROGRAM: The Committee will consider their 2009 Goals and Objective program at the February meeting. 3. PUBLIC OUTREACH OPPORTUNITIES: Committee member Rocco reported he delivered brochures to Cole and Dove Libraries. Member Rocco also discussed the upcoming Beach Fest subcommittee meeting, being held on January 23rd. The date and location of the event will be decided, with other details being discussed. Rocco is currently working with the permitting and approval process as outlined in the City's Special Events procedures. Since the event is to be held on State Parks and Recreation property, the appropriateness of a Special Events Permit will be investigated. 4. COMMITTEE MEMBER COMMENTS: Lagoon Committee Report - CLAW meeting was postponed, no new date is available. • Agua Hedionda Lagoon Update - Maintenance dredging of the westerly basin in underway and sand is currently being deposited south of the warm water jetties. State Parks Report - The current budget has created cut backs, including closing of campgrounds for routine maintenance, reduction of staff hours, and removal of all trash cans. The State is planning on a "Pack it in, Pack it out" campaign where beach goers are asked to remove their own trash. Cuts backs are being made with public safety and health in mind. The Opportunistic Sand replenishment from Encinitas on the south Ponto Beach is bringing concerns caused by the color of the new sand, which will eventually match. .BEACH PRESERVATION COMMITTEE Minutes of January 13, 2009 Page 2 Updated BPC Resolution - No report available until next meeting. 5. PUBLIC COMMENT: None ADJOURNMENT/NEXT MEETING By proper motion, the meeting was adjourned at 5:03 p.m. The next meeting of the Beach Preservation Committee will be Tuesday, February 10, 2009 at 4:00 p.m. in the City of Carlsbad Faraday Administration Building, Room 173-A (1635 Faraday Avenue, Carlsbad, 92008).
