CALL TO ORDER: The meeting was called to order at 4:01 p.m. ROLL CALL: Present Members: Ed Andrews, Dick Erhardt, Bud Carroll, Mat Huff, Matt Rocco, and Angela O'Hara Absent Members: Bill Gelfound Guests: Barbara Segal, Alessandro Fraschatti, Claudio Fassardi Staff: Steven Jantz and Jayme Foster APPROVAL OF MINUTES: Minutes of the January 13, 2009 meeting were approved 5-0 (Andrews/Carroll). 1. BUENA VISTA LAGOON RESTORATION PROJECT: Committee member Carroll provided an update of the February 3, 2009 public workshop on the Buena Vista Lagoon Restoration Project. The workshop was hosted by the California Department of Fish and Game and the California Coastal Conservancy. The state representatives and their consultant Everest International provided a status of the project and presented a summary of the technical studies which have been completed. The status of the current funding sources were discussed whereby state representatives indicated all Prop 84 funded projects were put on hold and future work is not authorized until the state budget situation is resolved. However, even with the Prop 84 funds, there is not enough money available to complete the whole project. Representatives also discussed the applicability of the funds from the lagoon spill settlement. The settlement funds are designated to complete additional technical studies not included in the scope for the EIR. One of the main issues to be resolved is the property ownership. There are a number of parcels under private ownership and the state does not have condemnation authority. They are looking for "willing sellers" in order to purchase properties for the lagoon restoration project. The Committee discussed the need to prepare a written update of the project as it relates to the potential of increased erosion to the Carlsbad beaches from the proposed jetties at the mouth of the lagoon as well as the jetties severing lateral access between Carlsbad and Oceanside. The update will be transmitted to the City Council for their information. The Committee will consider a draft statement provided by staff during the next few weeks and transmit any changes so it can be attached to the agenda packet for the March meeting. 2. SHORELINE PRESERVATION WORKING GROUP: Committee member Carroll provided a summary of the Sandag Shoreline Preservation Working Group meeting of February 5, 2009. The Regional Beach Sand Project II is still progressing as Moffat & Nichol Engineers is completing the feasibility study phase. The next phase included the preparation of final design plan, preparation of the EIR/EIS, and securing the necessary resource agency permits. Sandag has asked each coastal jurisdiction to process an MOD committing to financial participation in the next phase. The Coastal Region Sediment Management Plan discussion is out for public review and each city was encouraged to review the document and provide comments. The Marine Life Protection Act (MLPA) stakeholder group is considering designating portions of the southern California coastline for protection. The designated areas may have a negative impact on future beach nourishment projects as well as routine lagoon dredging projects. A formal letter from all Cities has been proposed to request the MLPA stakeholder group consider the interests of southern California with respect to the regions desire to enhance and restore the coastline. BEACH PRESERVATION COMMITTEE Minutes of February 10, 2009 Page 2 3. 2009 GOALS AND OBJECTIVES PROGRAM: The Committee considered their 2009 Goals and Objective program, each member was tasked with looking over the program and be able to comment, add, update, or delete items at the March meeting. 4. CARLSBAD BEACH FEST: The sub-committee provided an update on the Beach Fest, which is now scheduled for May 2nd. The Fest will take part in two areas, on the grass park area at Carlsbad Blvd and Pine Ave as well as an area adjacent to the seawall on the beach. Information booths and vendors are being line up for the event. Another sub-committee meeting has been scheduled to gather information for the press release and invitations, and to work with communications with the City to raise awareness. 5. COMMITTEE MEMBER COMMENTS: Lagoon Committee Report - None • Agua Hedionda Lagoon Update - None • State Parks Report - None • Updated BPC Resolution - Committee member Rocco will speak to the City Attorney on advice on changes. 6. PUBLIC COMMENT: Guest Segal would like to raise awareness of trash on the areas on and around the beach. ADJOURNMENT/NEXT MEETING By proper motion, the meeting was adjourned at 5:40p.m. The next meeting of the Beach Preservation Committee will be Tuesday, March 10, 2009 at 4:00 p.m. in the City of Carlsbad Faraday Administration Building, Room 173-A(1635 Faraday Avenue, Carlsbad, 92008). STEVE Associate Engineer BEACH PRESERVATION COMMITTEE 2009 GOALS & OBJECTIVES MISSION STATEMENT: It shall be the Mission of the City of Carlsbad Beach Preservation Committee to advise the City Council and the City Manager on matters related to the protection and enhancement of the Carlsbad shoreline and to study the best means to maintain beaches for the optimum enjoyment of the public. GOAL 1 Develop and pursue beach nourishment and shoreline protection projects. OBJECTIVES • Actively participate in and monitor the efforts of SANDAG's Shoreline Preservation Working Group and member cities to plan and implement the next Regional Beach Sand Project. • Apply the funds from the Agricultural Conversion Mitigation Fund to a future beach nourishment project. • Investigate and research various types of sand retention projects constructed nationally and internationally. • Pursue funding opportunities to purchase beach quality sand material for the Carlsbad Opportunistic Sand Program. • Investigate opportunities to obtain local, state and federal funding, including the Army Corps of Engineers, for beach nourishment and sand retention projects. • Monitor and improve sand quality as it relates to storm water runoff and urban pollution, tobacco products and organic material including dog/pet waste. GOAL 2 Ensure local, state, and federal representatives are engaged and working together on the preservation, promotion, and funding of local beaches. OBJECTIVES • Meet with local, state and federal representatives to discuss the importance of the local coastline from an environmental and economic standpoint. Emphasize the need to continue supporting beach related activities such as beach replenishment, public safety, maintenance activities, lifeguards, and beach enhancements. • Coordinate efforts with government agencies, representatives from the lagoon foundations, and citizen groups who are interested in beach nourishment, shoreline protection, and raising awareness of coastal issues. • Monitor state and federal legislation that would provide funding for beach nourishment and enhancement projects. BEACH PRESERVATION COMMITTEE - 2008 GOALS & OBJECTIVES Page 2 GOAL 3 Create and participate in public outreach opportunities. OBJECTIVES • Circulate a brochure to educate the public on the need for beach preservation, the economic impact of the beach, and the role of individuals, groups and legislators in maintaining this important resource. • Present a PowerPoint presentation to local community groups such as the Carlsbad Convention and Visitors Bureau, Carlsbad Chamber of Commerce, Carlsbad Village business groups, service clubs, etc. • Participate in community fairs and other public forums to increase awareness of the beach and shoreline preservation efforts of the Beach Preservation Committee. • Apply for a grant for funding to develop a Public Education Video on beach preservation and beach quality. GOAL 4 Stay current on all activities related to shoreline erosion and beach nourishment. OBJECTIVES • Monitor the activities of the San Diego Association of Governments (SANDAG) Shoreline Preservation Working Group, including offshore monitoring programs and beach sand projects. • Support and participate in the activities of the California Shore and Beach Preservation Association (CSBPA) and other related organizations. • Monitor and comment on future Encina Power Plant activities that may have an impact on shoreline erosion including their annual and long-term program to dredge the Agua Hedionda Lagoon. Make recommendations as to placement of the dredge materials. • Monitor future maintenance dredging of the Batiquitos Lagoon and encourage the material to be placed on Ponto Beach. • Monitor the development of the Buena Vista Lagoon Management Plan for the potential of depositing the dredged sand on the local beaches.
