CALL TO ORDER: The meeting was called to order at 4:07 p.m. ROLL CALL: Present Members: Dick Erhardt, Bud Carroll, Mat Huff, Matt Rocco, and Angela O'Hara Absent Members: Bill Gelfound, Ed Andrews Guests: . Daryl Hathaway, Brian Ketterer Staff: Steven Jantz and Jayme Foster APPROVAL OF MINUTES: Minutes of the February 10, 2009 meeting were approved 5-0 (Carroll/Erhardt). 1. BUENA VISTA LAGOON RESTORATION PROJECT: The Committee discussed the potential impacts to the Carlsbad beaches from the construction of jetties at the mouth of the lagoon. A draft letter was previously circulated within the committee and it was decided the letter needs new language, with a gentle but firm recommendation to the Council. Members stated the letter should include the impacts to the City of Carlsbad and its residents. A sub- committee of Rocco, O'Hara, Jantz, and Erhardt will meet within the next 60 days and rewrite the letter of recommendation to the Council to be approved by the BPC at the May meeting. 2. 2009 GOALS AND OBJECTIVES PROGRAM: The Committee approved the 2009 Goals and Objectives Program 5-0 (Rocco/Huff). 3. CARLSBAD BEACH FEST: The sub-committee provided an update on the planning, publicity, and coordination of booths for the Beach Fest. The subcommittee would like all the BPC members to be present for the March 24th City Council meeting where they will raise attention to the Beach Fest, Earth Day, and Lagoon Week events. The group may also attend the April 28th meeting to again invite the public and Council to the event. 4. COMMITTEE MEMBER COMMENTS: • Lagoon Committee Report - No Report • Agua Hedionda Lagoon Update - The power plant's maintenance dredging has moved to depositing sand on north beach and will be completed at the end of March. A tour of the dredging process is being scheduled. • State Parks Report - There has been an 11 % cut in the budget. Lifeguard Swim is being held this week and will produce 26 lifeguards for training. Pack it in, Pack it out signage is sponsored by Surfrider and will be displayed in the upcoming weeks. • Updated BPC Resolution - City Attorney Ball will meet with council to pass a new resolution with the correct name and the current scope. • Committee member Erhardt commended Staff member Jantz on his presentation to the Friendly Sons of St. Patrick. • Erhardt spoke about the upcoming Jazz concert on the Beach in San Clemente which is sponsored by the Rotary Club, Beach and Parks Departments. 5. PUBLIC COMMENT: Guest Hathaway, who is a Senior Coastal Scientist, Surfrider member, and new resident of Carlsbad, would like to be considered to be a member of the BPC. BEACH PRESERVATION COMMITTEE Minutes of March 10, 2009 Page 2 ADJOURNMENT/NEXT MEETING By proper motion, the meeting was adjourned at 5:10 p.m. The next meeting of the Beach Preservation Committee will be Tuesday, April 14, 2009 at 4:00 p.m. in the City of Carlsbad Faraday Administration Building, Room 173-A (1635 Faraday Avenue, Carlsbad, 92008).
