DATE OF MEETING: October 13, 2009
TIME OF MEETING: 4:00 P.M.
CALL TO ORDER: The meeting was called to order at 4:10 p.m.
ROLL CALL:
Present Members: Ed Andrews, Mat Huff, Bret Barger, Darryl Hatheway, Matt Rocco,
and Angela O'Hara
Absent Members: Jayme Timberlake
Guests: Brian Ketterer, Mike Howes
Staff: Steven Jantz
APPROVAL OF MINUTES: Minutes of the September 8, 2009 meeting were approved 5-0
(Huff/Barger, O'Hara abstained).
1. CHAIR AND VICE-CHAIR POSITIONS: By proper motion (Rocco/Andrews) Mat Huff was
appointed as the Chair of the Committee. With another motion (Andrews/Hatheway) Matt
Rocco was appointed as Vice-Chair. The Committee also thanked Angela O'Hara for her
leadership as Chair of the Committee for the past two years.
2. SHORELINE PRESERVATION WORKING GROUP: Staff member Jantz provided a
summary of the Sandag Shoreline Preservation Working Group meeting of October 1, 2009.
Discussions included an update on the regional Offshore Profile and Monitoring Program,
status of the Regional Beach Sand Project II, update and discussion regarding the Marine Life
Protection Act designations for southern California, and the proposed Quality of Life ballot
measure.
3. 2010 CARLSBAD BEACH FEST: Committee members O'Hara and Barger discussed the
outcome and ideas discussed at the first 2010 Beach Fest organizing meeting held on
September 28th. These issues included: increased promotion and notification of the event,
more booth participants and the location of the booths on the beach, possible changes in the
hours of the event, increasing other activities (sand sculpture participants, children's events,
sporting exhibition games, food vendors) and possibly charging a fee to booth participants. In
addition, the Sub-committee felt it would be advantageous to coordinate with the Carlsbad
Chamber of Commerce and the organizers of the spring Carlsbad Street Faire. Member
Barger suggested the Beach Fest Sub-committee develop a mission to help steer the purpose
and expected outcome and maybe develop a theme for the next event. Member Barger
volunteered to develop a list of items to discuss at the next meeting to help the group be more
organized. The next Beach Fest Sub-committee meeting is scheduled for October 19th at
Bistro West.
4. COMMITTEE MEMBER COMMENTS:
• Lagoon Committee Report -No report.
• State Parks Report - State Representative Ketterer provided a brief status on current
beach related issues: every State Park in California is expected to remain open, each
sector is required to cut expenditures which could affect routine maintenance activities,
the Pay for Parking machine at Tamarack is scheduled to be installed by November 1st,
State Parks is looking into partnerships with private entities to generate revenue, and the
state is considering an "Adopt a Beach" program.
• Goals and Objectives Program - No discussion.

ADJOURNMENT/NEXT MEETING
By proper motion, the meeting was adjourned at 5:30 p.m. The next meeting of the Beach
Preservation Committee will be Tuesday, November 10, 2009 at 4:00 p.m. in the City of Carlsbad
Faraday Administration Building, Room 173-A (1635 Faraday Avenue, Carlsbad, 92008).
