MEETING OF: BEACH PRESERVATION COMMITTEE
DATE OF MEETING: April 12, 2011

CALL TO ORDER: The meeting was called to order at 4:03p.m.
ROLL CALL:

Staff: Steven Jantz, Kyle Lancaster, and Adriana Alvarez
APPROVAL OF MINUTES: Minutes for the March 8, 2011 meeting were unanimously approved
(Barger/Andrews). Minutes for the February 8, 2011 meeting were held over for the May 10, 2011 meeting
since they were inadvertently omitted from the official agenda packet.
The Committee welcomed Mr. Gary Duerst as the newly appointed member of the Beach Preservation
Committee.
1. SHORELINE PRESERVATION WORKING GROUP; Staff member Jantz provided a brief summary of
the Sandag Shoreline Preservation Working Group meeting of April 7, 2011. Mr. Jantz provided an
update on the Sandag Regional Beach Sand Project II (RBSPII) indicating the project is completing the
EIR/EIS phase. During this process, the city reviewed the document and provided comments to
Sandag. In addition, the city incorporated comments previously provided by members of the BPC. Mr.
Jantz also briefly discussed a presentation by SoCal Edison on the San Dieguito Lagoon Wetlands
Restoration project required as mitigation for the San Onofre Nuclear Power Station. The restoration
project has been going on for the past 3 years and will be completed after their final phase this
summer. Lastly, staff member Jantz mentioned the CSBPA H20 conference will be held at the end of
May in San Diego. Mr. Jantz will be attending and indicated there may be funds to allow a BPC
member to attend. Committee member Andrews expressed his interest and will contact staff member
Jantz to confirm attendance.
2. 2011 BEACH FEST EVENT: Committee member Barger provided a brief summary of the ongoing
planning activities for the 2011 Beach Fest Event. Mr. Barger mentioned planning meetings are being
held every two weeks and the next scheduled meeting is Monday, April 18. The planning efforts are
coming along and everything seems a lot more organized than previous years. State Representative
Ketterer, also a member of the Beach Fest Committee, said the committee is planning a fundraiser for
large donors on May 22 at Vigilucci's by Tamarack, and there are approximately 100 volunteers
committed to do perform an underwater clean-up event.
3. BEACH BROCHURE UPDATE: Committee member Timberlake provided a brief summary of
suggested modifications to the Beach Brochure. She handed out a copy of her recommendations for
committee discussion/review. The committee discussed and agreed to take on the task of updating the
Beach Brochure and to have each member add comments/edits. Committee member Timberlake will
be in touch through e-mail with members as they go through the brochure one member at a time. This
project will take some time and if there's any questions/comments in regards to additions/edits they will
be discussed on a next scheduled BPC meeting. They also mentioned a subcommittee might be
formed to help with the Beach Brochure update, this topic is still undetermined.
4. BPC MEETING SCHEDULE: The Committee discussed and agreed to continue with same scheduled
meeting times and dates. The only change will be that they will consider a reviewing agenda items and
determining if monthly or bi-monthly meetings are a better use of time.

5. COMMITTEE MEMBER DISCUSSION:
• State Parks Report - State Representative Ketterer said the state budget situation has affected
both permanent and part-time staffing, and his department has been asked to cut an additional
30-35%. The State is considering allowing 3 food vendors to set up on the grass area near the
Tamarack restrooms. Mr. Ketterer also mention the state is considering closing some of the state
parks to reduce their budget but he feels confident it will not affect state parks in San Diego. In
two weeks he'll be attending a re-organization meeting of his department. Lastly, he mentioned a
couple of upcoming events: 1.) April 16 is Earth Day and events will be held at the Torrey Pines,
South Carlsbad, and San Elijo State Beaches, and 2.) April 30 is Coastal Clean-up Day.
• Army Corps of Engineers Lidar coastal mapping - Committee member Hatheway talked about
the new ocean topographic system, which was funded through the Ocean Protection Council. The
system provides high quality resolution of ocean bottom topography and contains aerial
projections of the coastal flood plains. The end product will be a great resource and accurate
reference of topography areas. The data has already been processed and will be available soon.

ADJOURNMENT/NEXT MEETING
By proper motion, the meeting was adjourned at 5:22 pm. The next meeting of the Beach Preservation
Committee will be Tuesday, May 10, 2011 at 4:00 p.m. in the City of Carlsbad Parks and Recreation
Administration Building, 799 Pine Avenue, Suite 200, Carlsbad, 92008.
